Subject: Right of way Type: Plan
Question Date: 10/24/2016 2:54:12 PM
The proposed bridge encroaches on the parcel in the north east corner of the bridge owned by Historic Richmond Foundation. Is this parcel clear?

This parcel was quit claimed to the City of Richmond and recorded on October 4, 2017. The construction plans will be revised accordingly.

Subject: 4" PVC Conduit Type: Plan
Question Date: 10/21/2016 1:22:38 PM
Sheet 36(16) of the plans shows 4” PVC conduit running between the end of the bridge and the JB-2 junction boxes. There is no pay item for this. How is this conduit paid for?
Answer   Date: 10/24/2016 2:55:48 PM
The scope of work for proposed underground 4” PVC conduits running between the conduit system pay limit identified on plan sheet 26 and the JB-2 junction boxes shown on plan sheet 36(16) is identified in the notes on plan sheet 26. However, the exact location of the proposed junction boxes will be determined during construction. A specific pay item for this conduit was not included in the bid package. The conduit will either be provided by others or paid for via work order during construction as coordination between this and the adjacent projects warrants.

Subject: Bridge Waterline Material Type: Specifications
Question Date: 10/19/2016 10:08:07 AM
Dresser requires an information sheet be filled out for style 63 expansion joints when quoted. Has an information sheet been filled out specific to the project and sent to Dresser for them to produce a part number? If so, please furnish part number.
Answer   Date: 10/21/2016 11:57:37 AM
The Expansion Joint is called out within the bridge plans to be a Dresser style, Type 3. A part number will not be provided. The Contractor will need to provide a cut sheet (material list) for VDOT approval prior to ordering and using the material.

Subject: Waterline Type: Plan
Question Date: 10/18/2016 4:04:27 PM
The bridge plan 27 of 37 appears to mis-identify components. Notes: #2- diaphragm – casing as detailed or Century-lines sleeve to be used… Notes: #3 – Expansion Joint – Dresser Style 63, type 3. On the drawing, it appears to me that there should be two casings #2 (one over each abutment) and one #3 expansion joint. Drawings shows opposite. Identifiers are switched in the detail?? Waterline drawings only show 1 expansion joint. Notes: 1 – Materials – Ductile iron with mechanical joint. Minimum thickness – Class 52 (rated pressure 300 psi), Hydrostatic test pressure be 200 psi minimum…. Plan sheet 37(2) calls for 150 test pressure (see note B and chart in note C) and ductile iron Class 54 on plan sheet 37(2A). Which is correct??
Answer   Date: 10/24/2016 2:56:43 PM
The numeric numbering of the notes and numeric identifiers shown in profile view are not intended to correspond. The numeric labeling in the profile view is defined in the table shown in that view and correctly shows 2 casings and 1 expansion joint. The only reference shown to the numeric notes is shown in the typical support detail and refers to note 8. The pipe shall be ductile iron class 54 pipe and shall be pressure tested to 150 psi per City of Richmond requirements.

Subject: Drilled Shafts Type: Plan
Question Date: 10/14/2016 2:19:46 PM
A "Trial Shaft" is referenced in the spec but not shown on the plans or listed as a pay item. Is a "Trial Shaft" required on this project, and if so what pay item should it be included in?
Answer   Date: 10/18/2016 1:51:57 PM
The reference to a “Trial Shaft” is part of a generic special provision utilized for projects with and without trial shafts. VDOT has determined that a trial shaft is not necessary for this project.

Subject: contaminated groundwater Type: Other
Question Date: 10/14/2016 11:36:16 AM
Has VDOT determined a suitable location to dispose of contaminated groundwater?
Answer   Date: 10/14/2016 11:36:52 AM
Contaminated groundwater can be disposed of at the City of Richmond wastewater treatment plant located at 1400 Brander Street, Richmond, VA, 23224. The Contact is Eric Whitehurst, Environmental Compliance Officer, City of Richmond DPU-Wastewater Division at (804)646-8661.

Subject: Completion Date Type: Other
Question Date: 10/10/2016 3:33:38 PM
The project completion date is outlined to be August 25, 2017. With a bid date of October 26, 2016 and an anticipated award/NTP of mid/late December. Working over NS Railroad and adjacent/under CSX Railroad. The project duration seems unattainable considering the first 90+/- days of the contract will be constrained solely by railroad submittals/reviews and approvals. This only leaves 5 months for all construction related activities. Will VDOT extend the contract to a 12 month duration at a minimum?
Answer   Date: 10/14/2016 11:34:50 AM
The Department has evaluated the project duration and determined that it allows for sufficient time to perform the proposed work. The contractor will be expected to supply adequate resources to meet the completion date. Additionally, the SPCN addressing SECTION 103—AWARD AND EXECUTION OF CONTRACTS on page 2 of the Bid Proposal expands on opportunities for the contractor to address items prior to NTP. A Recommendation for Award is typically issued within 2 weeks of receipt of bids. At this point, the contractor can order materials and submit shop drawings for review without financial risk should the project not be awarded.

Answer   Date: 9/20/2016 1:18:10 PM
