Note D-4 states that fill should be placed and allowed to settle and displace all soft materials from station 33+00 to 46+00. Does this mean that all fill within these stations will have to be placed to proposed grades and allowed to settle prior to the installation drainage pipe and structures? Is there a minimum time requirement that the fill will have to settle prior to drainage installation? How will the settlement be monitored and who is responsible for monitoring the settlement? If the above is correct, D-4 also states that the cost for removing the fill and back filling is to be included in the price for regular excavation. Will the volume material removed down to the original ground be measured as regular excavation and paid for at the regular excavation unit price? Will this volume be measured for each time it is handled.

If suitable on-site material is encountered, can this material be used for backfill of pipe trenches within the roadway?

Yes, and keep in mind that drain pipe is considered a “minor structure” and reference the following sections as taken from the Specifications….Section 302.03(g) page # 291; Section 303.04 (a, b, d, g, k) page nos. 304, 305, 306, 307, and 312; Section 303.06(a)(1, 2, 3); page nos. 314, 315, and 316.

For on-site material to be considered suitable, the material must meet the specifications for the application in which it is being used, see the VDOT Road and Bridge Specifications. For example, that would apply to CBR-20 if the material is to be used in an area designated as needing CBR-20, or apply to top soil if the material is to be used in an area designated as needing top soil. The contractor is responsible for verifying on-site material meets the applicable specification in whatever location the contractor requests permission for its use. The Engineer must approve the use of the on-site material.

The MOT plans call for temporary pavement widening in stage 1 of phases 1 & 2. The detail for the temp widening doesn't include the 2' undercut and back fill with CBR20 which is called for in the plans in many of the same locations. Will the 2' undercut, fabric and CBR20 back-fill have to be installed during the stage 1 temporary pavement installation of each phase or is the intent to remove the temporary widening and perform the undercut during stage 3 of each phase? If it is done during stage 3, will the temporary widening removal be paid for as demolition of pavement?

Given the high ADT of this project, and the need to maintain two lanes of traffic in each direction, having a good foundation for the temporary pavement will be essential. The 2 ft of undercut and CBR20 backfill, shown on the plans, shall be installed as part of the temporary pavement.

1.~~ There are pay items for the removal of existing pipes and drainage structures. See Incidental Summary Sheet 2P.
~~2.~~ In locations where existing pipes or drainage structures will be replaced with new pipes or drainage structures, the cost of the backfill is included in the cost of the new pipe or drainage structure. See Sheet 2, General Notes, Additional Drainage, Note 1.
~~3.~~ In locations where the existing pipe, or drainage structure, is to be removed, and not replaced with a new pipe, or drainage structure, the backfill is included in the cost of removing the pipe or drainage structure. Spec 510.04 Backfilling will be included in the price of the pay item Remove existing (Pipe Culvert)
~~4.~~ When removing pipes or drainage structures within the roadway prism the backfill shall be CBR-20. See Sheet 2, General Notes, Additional Drainage, Note 2.
~~5.~~ When removing pipes or drainage structures outside of the roadway prism excavated material may be used. See Sheet 2, General Notes, Additional Drainage, Note 3.

In regards to the last answer pertaining to back filling pipes or structures outside of the roadway prism, can you provide a description of what constitutes the "roadway prism"? i.e.; would the the roadway prism be considered the structural fill directly beneath the pavements (stone & asphalt) or does it include area beyond the edge of stone extending out at 1.5:1 or 2:1 slope?

The roadway prism includes the area beneath the roadway, extends beyond the back of curb, or edge of paved shoulder, and across any sidewalk or shared use path to the hinge point where the 2:1, 3:1, etc. slope begins.
