The quantity for item 27430 Siltation Control Excavation is 747 CY. This item seems to be over stated, it is actually higher than the regular excavation item. Please check if this quantity is correct?

The Department believes the quantity to be correct.The quantity was estimated as follows: 0.32 cy per each RCD Ty II – 25 *0.32 = 8 cy 15.00 cy per each DIST Ty A – 2*15.00 = 30 cy 0.17 cy per lf of TFB – 4170*0.17 = 709 cy Total = 747 cy

Outside shoulder milling and paving

On Page 178 of the proposal the sequence of construction Phase 1.A. notes 1,2,3 state that the outside shoulder will be milled out and the cross slope of the shoulder will be paved to match the slope of the outside lane. It appears when coming back 1,260 feet north of the project limits this will include part of the ramp acceleration lane. Do we assume we will reconstruct the acceleration lane and shoulder? If we pave from the outside lane edge line to the guardrail we will paving and adjust the slope in excess of 20 feet wide in this area. Is this Correct?

The striping alignment for the on-ramp and gore area of the on-ramp southbound at Exit 168 will be adjusted and shifted to accommodate an acceleration lane which will tie into a shifting taper that will be moving traffic onto the right shoulder and the right lane allowing for a long term stationary left lane closure.

No. The project consists of pavement reconstruction on Interstate 81. Utilities should not be an issue as the placement in interstates is very rare. There should be very limited disturbance in the median if fiber optic lines are present.

In the bid items there is an item for Regular Exavation. I do not see any description of where it is to be used other than one note on page 195 of the proposal. Are we to assume that this item is to only be used if unsuitable materail is encountered, or will we be paid for removal of materail greater than 12" below the pavement surface under this item?

As noted on Page 195 of the proposal, “THE COST FOR STONE AND SUBGRADE REMOVAL GREATER THAN 12” BELOW THE PAVEMENT SURFACE SHALL BE INCLUDED IN THE COST FOR REGULAR EXCAVATION.” This is not intended for unsuitable excavation only. There are portions of the project which require excavation of 20” and 28”. In both situations, depths greater than 12” will be quantified as Regular Excavation rather than Flexible Pavement Planing.

There are two items shown in the bid quantites for Flexible Pavement Planing. One is for (0-2") depth and the other is for (above 2"-4"). Some of the milling in the proposal is identified to be 7" deep, 20" deep, and 28" deep. According to the special provsions on page 163 there is a pay item for (over 4" depth). Will this pay item be added or are we to assume that we will be paid the SY price for every 4" of depth we mill in these areas over 4" deep. The bid quantity for (above 2"-4) appears to have all the milling above 2" depth included in this item?

Due to this issue, the Department has decided to delay receipt of bids until December 21st. An addendum will be issued.

In addressing this question an addendum was issued that added three new Flexible Pavement Planing bid items. The quantity for tem #0298 8"-12" milling appears to be resonable close to what is show on the proposl pages 195 and 196 however the other two items are not. Item #0296 2"-4" milling is shown as 6,298 SY in the bid items and 698 SY on proposal page 195. Item # 0297 4"-8" milling is shown as 5,600 SY in the bid items and 582 SY on proposal page 196. These are sustantial differences to bid. Can you please clarify if there are addtional quantities show in the proposal somwhere or are the bid item quantities incorrect?

VDOT is going to once again revise these quantities. Therefore the receipt of bids will be delayed until Feb 22nd to issue an addendum.
