Sheet 2C(1) has an Underdrain Summary Table for UPC113535, which fits with the UPC’s covered under the Proposal. Sheet 2C(2) shows an Underdrain Summary Table for UPC115717, which is NOT part of this Proposal. Please advise.

UPC 115717 is covered under the Proposal for funding purposes. The construction funding will have 3 sources, SGR (UPC 113535-covering most of the bridge replacement), revenue-sharing (UPC 116867-covering the Millwood Ave improvements within City limits), and SmartScale (UPC 115717-covering the shared-use path and bridge widening).

The Drainage Summaries on plan sheet 2C(1) lists structure 5-13 as an EW-1 for a 15" pipe. There is no pay item for an EW-1. Will VDOT provide an EW-1 pay item, or convert the structure to an ES-1, which is a current pay item?

Structure 5-13 is an EW-1 for 15” pipe. The Road and Bridge Standards specify that endwalls will be measured in cubic yards of concrete. Sheet 2C(1) identifies the unit of measure as CY and states a quantity of 1. The appropriate pay item is Line No. 0950 ‘Concrete Class A3 Misc.’.

Please provide typical retaining wall section and additional details for RW-3. We were able to determine its location, length and height from the information shown on sheet 12A, but can’t verify VDOT quantities of 166cy of concrete and 360cy of excavation.

The quantities account for the RW-3 proposed in both sets of project plans (1113535/115715 and 116867). A retaining wall typical section will not be provided; instead, please reference Std RW-3, profile sheets, and cross sections.

Pages 15 & 16 of the General Project Requirements, 8-26-25 (SPCN), provides Section 806 which includes furnishing new, Environmental Sensor Stations, and removal and disposal of the old ESS. Will this work be paid for under Pay Item No. 3140 in the Schedule of Items? In addition A11_113535 Merged Road Plans Sheet 5 Note 1 states the existing RWIS is to be relocated to allow bridge construction. Is this RWIS the old ESS as stated in the SPCN and will it be replaced with the new ESS? If so does the relocation get paid for in Pay Item 3140? The new ESS is not shown on the Merged Road Plans, where will will it be installed?

The note and callout on Sheet 5 direct the existing sensor station is to be relocated to I-81 SB Sta. 911+25, 43' RT. We will revise the plan sheet note and callout directing that the existing system is removed and a new system installed in the median, or another location directed by VDOT. Yes, the RWIS is the old ESS. The names of the system will be corrected to remove confusion. All this work will be paid for within Pay Item 3140.

Page 16 of the General Project Requirements contains 4-6-26 (SPCN) Rock Excavation. It states payment will be made under Pay Item Rock Excavation by the CY. The Schedule of Items does not include a Rock Excavation item, will VDOT add a Pay Item as stated in the provisions?

There is no TCB-1 Barrier Service proposed to be included in the project, all barrier service shall be MB-11A. The sheet will be corrected in a future plan revision.

There should be no more in-plan water items for UPC 116867. Winchester is relocating all the water, according to the RJM plan, as part of their box culvert replacement project. Refer to the Special Provision, “Cooperation with Regard to Shared Work Area” in the Contract. The City of Winchester plans for the box culvert project to be completed within the time allowance indicated in the Special Provision.
