Is the contractor responsible to cover the cost of the Virginia State Police participation as required in the Transportation Management Plan? Are we required to have a Virginia State Police officer in site during the lane closure operation?

The Contractor shall be responsible for coordinating through VDOT for Virginia State Police (VSP) service during Temporary Traffic Control operations involving lane closures and/or rolling lane closures, and any other operation as covered in Appendix C of the Virginia Work Area Protection Manual. VDOT shall be responsible for all costs incurred by VSP specific to the Project.

The specifications and drawings for the new tunnel power call for galvanized rigid steel conduit. The answer to a question posted on 7/21/25 states that all conduit is to be LSZH, but rigid steel conduit is not considered LSZH. Please clarify that all new tunnel power conduit should be the galvanized rigid steel, per the specifications and drawings.

Galvanized rigid steel conduit is NFPA 502 compliant and shall be installed where specified.. All conduits and cables with an outer thermoplastic jacket or covering shall be rated low smoke zero halogen (LSZH). The LSZH rating shall apply to the liquid tight flexible metal conduit (LFMC) installed in the tunnel. In all cases, all conduit and cable installed in the tunnel shall be NFPA 502 compliant.

Available parking at the facility was discussed at the pre-bid meeting. Parking is challenging with all of the on-going work at the HRBT. Parking will be limited to 2-3 parking spots max. contractors are encouraged to carpool to the work location due to limited parking space.

Available material storage was discussed during the pre-bid meeting. There is a storage building located on the HRBT South Island. Typically, only one bay approximately 650sf is available for material storage.

The patches are on a vertical surface in the supply duct. The ‘S’ series sheets indicate which flues will need which repair type. An SPCN is included to address the vertical orientation.

Will the existing condition of the tunnel, if not cleaned, affect the performance of the new tunnel fixtures? Was cleaning taken into consideration with the calculations of minimum light levels, per TL-601.

The existing conditions of the tunnel should not affect the performance of the individual new fixtures. The existing conditions of the tunnel may have an overall effect on the performance of the lighting system, however, it is incumbent upon VDOT to clean the tunnel. The lighting calculations are not based on a pristine tunnel. A minor buildup of dirt is taken into consideration. The minimum light level requirements are based on standard tunnel code text.
