Plan Sheet 11 of 18 Construction Joint Detail shows Mechanical Splice. Are these the same as Rebar Splicer Bars shown in Bid Items 220, 230 and 240?

The Mechanical Splice detail shown on Sheet #11 of the Plans is for the superstructure of the bridge. The quantities for splices on Sheet #11 are given on Sheet #2 under superstruc-ture quantities as "Reinforcing Steel Splicer (Bar Size #5)" and are represented by Proposal Line Number 0230. Proposal Line Number 0220 refers to splices in #4 bars in pier caps as shown on Sheet #6 of the Plans and Proposal Line Number 0240 refers to splices in #6 bars in abutment and pier seats as shown on Sheets 4-6 of the Plans.

The permit allows two cofferdam configurations. Cofferdam 1 and 3 allows for work at abutment A and Pier 1, while also allowing installation of the ACB in Span a. Cofferdam 2 allows for work at Abutment B and Pier 2, while also allowing installation of the ACB in Span c. All cofferdams are shown to be built through Span b. If the excavation in Span b and installation of ACB's in Span b are done per the permit and the dry there is not a permitted cofferdam configuration that allows this to be accomplished. Work could be performed in roughly two thirds of Span b but never where the cofferdam is built. How is the contractor to handle this permit and constructability restriction?

This project was delayed by two months from the original letting date, yet the fixed completion date did not change. Will the Department consider additional time for completion of this project?
