Drawing and site visit have found that there are existing utilities under the road adjacent to the beam. If the requirement for the repair needs the utilities to be removed will VDOT be responsible for the shut down and removal of the utility or will that responsibility fall on the contractors.

Heat straightening activities for Beams 3 and 6 are away from the utilities shown in plans. Beyond that, it is anticipated that the remaining diaphragm and beam repairs can be completed without impacts to adjacent utilities.

The drawing stated existing Diaphragm removal and replacement detail; can we reuse the diaphragm if found to be in good condition?

No. To minimize the impact to the traffic and avoid future maintenance issues, the intent is to replace the diaphragms per plan.

In the drawing on note B) it stated, “Heat straighten Beam 3 and perform nondestructive testing in accordance with Section 426.03 of the Specifications.” The section was not included in the specification. Question: Could you please provide the missing specifications?

Section 426.03 regarding procedures for repairing existing steel structures can be found in the Virginia Department of Transportation Road and Bridge Specifications, 2020. Section 426.03(b)1 under Surface Preparation includes testing requirements following completion of heat straightening.

SEG has contacted multiple steel fabrication and testing companies, and they are all asking if the damage is on the flange of the beam or has the damage spread to the web of the beam. Question: Has there been any test or evaluation done on the bridge prior to the design? Question: If so, could we acquire a copy of the test/evaluation report?

The repair limits provided in the Plans 189-25E & 189-25D address the defects as observed during the in-depth bridge inspection and nondestructive testing were conducted to confirm the necessary repair limits.
