Subject: Clarification of Payment for Beam End Repairs Included Within Concrete Superstructure Surface Repair Type: Bid Sheet

The contract documents require Concrete Superstructure Surface Repair on concrete beams to be performed in accordance with Section 412.03(i). The project-specific requirements further state that where repairs occur over the bearings, the Contractor shall jack and block the beams in accordance with Section 412.03(f). The beam is to be jacked only enough to neutralize the beam load without lifting the beam, and the Contractor is responsible for developing the jacking procedure and for any damage resulting from the operation. Additionally, the Concrete Beam Repair detail (Sketches, PDF Page 17 of 51) illustrates beam-end repairs requiring jacking and blocking at the beam ends. The Summary of Estimated Quantities includes separate bid items for Concrete Superstructure Surface Repair (SY) and Jacking and Blocking Beams (EA); however, no separate Beam End Repair (EA) pay item has been included. Section 412.04 – Measurement and Payment states: "Beam End Repair will be measured in units of each beam end and will be paid for at the contract unit price per each." The contract requires beam-end repairs that involve the same operations associated with a typical Beam End Repair, including jacking and blocking the beams to neutralize the beam load prior to performing repairs. However, the bid schedule does not include a separate Beam End Repair (EA) pay item, despite Section 412.04 stating that "Beam End Repair will be measured in units of each beam end and will be paid for at the contract unit price per each." Will the Department consider issuing an addendum to include a separate "Beam End Repair (EA)" bid item for those locations requiring beam-end repairs in accordance with Section 412.04? If not, please clarify the intended method of measurement and payment for these repairs under the existing bid items.

The Department will not be issuing an addendum to add a separate Beam End Repair (EA) pay item. For this project, all beam-end repair work, including repairs at beam ends shown in the details, will be paid under the existing Concrete Superstructure Surface Repair (SY) bid item. The jacking and blocking will be paid under the existing Jacking and Blocking Beams (EA) item. This approach is intended to avoid confusion regarding which repairs qualify as beam-end repairs versus general concrete superstructure surface repair.
