Available information for CFRP design verification is contained in the existing as-built plans. Bidders shall base their bids on the contract documents as issued and design the CFRP system to meet the minimum design requirements shown on the plans.

It is our understanding that this responsibility is limited to converting failed strand capacity into CFRP capacity, but VDOT retains the EOR role when it comes to definition of the repair locations and extent of the strengthening to be applied. Confirmed. The delegated design Engineer’s responsibility is limited to designing the Contractor’s CFRP system to satisfy the minimum design requirements shown in the contract documents. The repair locations, repair limits, and required strengthening extents are established by the contract plans and remain the responsibility of the Department/Engineer of Record.

Yes. For bidding purposes, all bidders shall base their bids on the CFRP dimensions and estimated number of layers shown in the Beam Design Table. As noted on Sheet 6, those values are for bid purposes only, and bidders may furnish CFRP products with different design properties, provided the specified minimum design requirements are satisfied. No additional compensation will be made for additional layers required by the Contractor’s selected system beyond the estimated number shown for each design case in the Contract Plans.

Plan sh 6 Pull-Off Test notes state in addition to the Test Beam, the contractor shall perform a minimum of 3 tests and at least 1 per 1000 SF of CFRP (approximately 29 EA based on bid quantity). In addition, 3 EA for areas a & b, and 2 EA for areas c, d, e & f (14 EA at a minimum). Are these 14 EA location specific tests in addition to the 29 EA tests and Test Beam tests? Or are the location tests specifying where the 29 EA test are to be performed?

EP-3T is required on the exposed CFRP surfaces, with a minimum of two coats, while EP-3T/EP-3B epoxy is required on the exposed beam concrete surfaces. Waterproofing epoxy EP-3T/EP-3B shall be applied in accordance with the limits shown on Sheet 7 of the Contract Plans, regardless of whether the surface is existing or repaired concrete.

The contract plans have no provisions for Jacking and blocking if such events occur, what is the department contingency and plan of operation if such situations arise? Without a plan approved from start there is a great potential for delays if such events are treated as change orders on a one by one basis... Please explain how such risk will be mitigated?

Under-bridge suspended platforms are permitted, provided they comply with all applicable Contract requirements. These include, but are not limited to: (1) the Construction Access Special Provision Copied Note; (2) the scheme and schedule of operations requirements in the 8th paragraph under the General Notes on Contract Plan Sheet 3; (3) submission of a PE-certified attachment plan, if the platform is attached to the structure, in accordance with the 5th paragraph under the General Notes on Contract Plan Sheet 4; (4) the prohibition on performing work from the bridge deck per the 3rd paragraph under the General Notes on Contract Plan Sheet 3; (5) maintenance of the required navigation clearances per the 2nd paragraph under the General Notes on Contract Plan Sheet 4; and (6) the Coast Guard notification requirements in the 8th paragraph under the General Notes on Contract Plan Sheet 3.
Bidders shall account for these requirements in their construction access planning and bid.

Please clarify how the FRP will be measured and paid if final calculations performed using the specified design criteria and approved FRP material properties, and the design demonstrates that more FRP layers or quantity than the estimated quantity in Bid Documents is required. Specifically, clarify:
a. Whether the Contractor will be directed to install the additional FRP to met final design/approved calculations?
b. How the additional layers will be measured and the Contractor compensated?

The CFRP design was developed based on the assumed number of lost prestressing strands identified through the hands-on inspection and conservative assumptions based on experience from the Phase I repairs. Therefore, it is not anticipated that the final design will require more CFRP layers than those shown in the Contract Plans. Measurement and payment for Fiber Reinforced Polymer Wrap shall be in accordance with the Special Provision Copied Note titled "SECTION 412—WIDENING, REPAIRING, AND RECONSTRUCTING EXISTING STRUCTURES," which defines the basis of measurement and payment for this work. A revision is forthcoming.
