Plan Sheet 11(3) shows 8 LF of 12" water line replacement behind the curb line and a 12" Gate valve and manhole in the roadway. Can the 12" Gate valve be installed in the same location as the 8 L.F. of 12" Water Main ( behind the existing curb line)?

The Western Virginia Water Authority (WVWA) requested that the valve be placed in that location. It would certainly be easier to locate the valve in the section where the waterline is being replaced. However, that places the valve (and manhole) in the ADA ramp or in the sidewalk at a location where we’re not certain the manhole frame and cover would fit entirely in the sidewalk. It may be possible to work this out in the field with WVWA, but the contractor should bid this as shown.

The project proposal included a clearing TOYR with no clearing between 4/1 and 11/15. The project bids in July and would say begin in September. What is the Department's plan for clearing with the project having a couple of months from potentially starting and the ability to clear for Phase I in mid-November?

The Department is aware of the TOY restriction on tree clearing and has accounted for this when determining Contract Fixed Completion Date. From the Department’s position, there was no reason to delay the advertisement or NTP and that the contractor could use the 1 to 2 months for submittals and reviews, lots of drainage items to procure, etc...

This is a Minimum Plan Project and a Grading Diagram is not required. Please see the Cross – Sections.
