If a required classification is not included in the wage determination, the process is as follows: After award, contact the project’s District Civil Rights team—in this case, the Staunton District—to identify any missing classifications that require rates. The District will assist you in completing the C-51 form to propose rates and request approval from the Department of Labor for those classifications. Borings in existing asphalt parking lot differ in depth. Can a baseline for existing asphalt depth in parking lot be established?

The boring information is from the Final Soil and Minor Structure Report. The department can not state anything other than what is shown in the Report.

The only BM-25.0 on the project that we can find is for the patch of Oranda road for the pipe crossing. Asphalt patching of pipe trenches is typically incidental to the storm drainage. Can you please confirm this is the asphalt in the pay items and it shall be compensated at the tonnage required or is this pay item for another scope?

BM-25.0 bid item is for temporary patching of trenches for utility and pipe crossings. Reference note 13 on plan sheet 1K. Temporary patches shall consist of Asphalt Concrete Base Course BM-25.0 at a minimum depth of four inches.

It appears there is stakeout onsite for a SVEC relocation for a new pole and brace pole adjacent to the power service location. Please confirm all utility costs associated with hookup fees, design, engineering, relocation due directly to the utility company are not the responsibility of the contractor. Also, there is a bid item for removal of existing lighting, however it is our understanding this is typically performed by the utility company, as the existing is their poles/equipment not VDOT's. Please confirm this is correct and no costs due to SVEC for removal are required for this removal scope either.

The costs associated with hookup fees, design, engineering, relocation due directly to the utility company will not be the responsibility of the contractor. The bid item for Remove Existing Parking Lot Lighting System is for the existing light poles, which are VDOT assets. There are no costs due to SVEC removal with this scope.  
 
Subject: Schedule/TOYR Type: Permits

Per Section 103.02 the award of the contract could be as late as 75 days from the opening of bids, which would be 7/6/26. There is a TOYR on clearing from 5/15/26 until 7/31/26 limiting the ability to start the project until 8/1/26, since the first phase of construction requires clearing almost immediately. Was this schedule considered when selecting a completion date of 11/20/26?

There is significant work that can be accomplished prior to the clearing of trees on August 1st. However, the fixed completion date will change to 01/08/2027 to account for procurement of the overhead lighting materials. A Substantial Completion date of 11/20/2026 will be added to include all other work outside of the overhead lighting. Addendum to follow.
