Updated plans were provided through addendum modifying the Total Regular Excavation from the original plans. The bid items in the proposal and in the bidx files do not match the quantity in the original or revised plans. Please update the appropriate information with the correct quantity as Reg Ex is plan quantity the numbers need to be correct for pricing purposes. It is unclear which is in error, plans or bid sheets.

Please be advised that there are four (4) amendments in BidX: C0000119384C01.ebsx; C000019384C01.001x; C000019384C01.002x; C000019384C01.003x. Also, please note that there is regular excavation shown in the temporary traffic control summary on sheet 2D(1). Line 0360 Regular Excavation in the SOI is 61,526 CY. The Temporary Traffic Control Summary on Sheet 2D(1) includes 770 CY of Regular Excavation. The Grading Summary on Sheet 2K(2)_r5 includes 60,756 CY of Regular Excavation. The total of 2D(1) and 2K(2)_r5 is 61,526 CY.

Section 105.08 states "The Contractor shall allow sixty (60) calendar days from contract execution for any necessary adjustments or relocations of the utilities described below." No adjustments or relocations are described in the proposal. What are the relocations or adjustments that will be made within the first 60 days of the contract? Can plans / drawings of these modifications be provided?

At this time, utility relocations for AEP, Columbia Gas, and Verizon, have been completed. Remaining utility relocations for Comcast, Segra, Shentel, and Crown Castle are in progress and are on track to be completed before contract execution. If any relocations are not complete by the contract execution date, the VDOT utilities representative will provide an update at the pre construction meeting.

Item 3170 803SD20-0001 CCTV Camera Digital will be measured and paid for in accordance with the standard specification 803 which requires the Camera to be furnished by the Contractor. The special provision for “Installation of ITS equipment” does not pertain to this pay item but was included in the Contract for line item 3130 801SX20-0001 Communication Equip. Install Field Router.

For the limits of the sewer pipe installation the existing right-of-way seems to be the controlling limits of the project with no temporary construction easements planned for the sewer installation. There are several locations where the right-of-way appears to be roughly 5ft from the sewer alignment. In many instances in those locations the sewer is over 10ft deep and as much as 16ft+/- deep. There does not appear to be a way to shore the existing slope / parking lot without tying the shoring back. How does the Department intend to deal with the additional easements needed for this work?

For the proposed sewer installation, no additional easements are being acquired for this work. The Department has evaluated these areas and determined that the work is constructable within the right of way depicted in the plans using standard shoring methods. Contractors should consider these constraints during bid preparation and are responsible for selecting means and methods that maintain construction activities within the right of way depicted in the plans.

Sheet 1J(1) Temporary Pavement Inset, #4 states that subgrade remediation is required for Temp Pavement. Remediation shall consist of undercutting 6 inches of subgrade and replacing it with 6 inches of 21B. How will pavement demo of temp pavement be paid for? How will undercut of temp pave be paid for? How will 21B stone backfill be paid for?

Regular Excavation is listed as plan quantity, is the required undercut associated with the temporary pavement included in the Regular Excavation quantity? The cross sections indicate that it is not included in the Regular Excavation quantity as they only show the permenant. If that statement is correct and the required undercut of the temporary excavation is not included in the Plan Quantity Regular Excavation how is it to be paid for?

Can a full nightly detour of Rte 29 Bus be used during the erection of the new bridge? Specs indicate only one lane in each direction may be closed between Phases 2 and 5 and plans indicate full nightly detour for milling.

Please bid according to the contract documents which do not allow a full nightly detour of Rte. 29 Bus. for construction of the new bridge. Please note that the allowable nightly detour for milling (referenced in the second part of the question) only applies to ramps for mill and overlay operations on the ramps. The Special Provision for Section 108.02 – Limitation of Operations specifies the allowable traffic control method and timeframe for bridge construction.
