Old abutment walls and concrete piles exist on the northside within the footprint of the temporary work bridge. Can additional information regarding these structures be provided? Also, please clarify if these structures are required to be removed or to remain undisturbed.

All available information regarding the existing structures has already been provided, and no additional details are available. The existing substructures may be used for the temporary work bridge with the understanding that all conditions laid out in the general notes for Temporary Work Bridge on Sheets 2 of 26 are met.

Specifications state that no trees greater than or equal to 3 inches DBH shall be removed from December 15 through February 15 AND April 1 through July 30. This forces the contractor to wait until August 1st to start work. Will VDOT remove trees 3 inches and greater prior to NTP?

No. VDOT will not remove tress in advance. The intent of scheduled clearing was accounted in the CTDR.

If the contractor needs to remove any of the bagged Riprap in order to install the Construction Access will the replacement Riprap be measured and paid for in item # 0350, Dry Riprap Class 1, 26"?

It was mentioned in plan sheet 4. Any accidental damages to the existing slope protection (i.e., grout bags) during construction shall be repaired and restored at the contractor's expense and approved by the Engineer. This will not be measured and paid by Dry Riprap Class I, 26”.

Plan sheet 3B and 3C Note 1 states “Plan does not include measures for the crossing of the watercourse. If contractor crosses watercourse, additional erosion and sediment control measures shall be required at no additional cost.” Please clarify what the term “crossing of the watercourse” is in reference to. Please also clarify what additional erosion and sediment control measures will be required from the contractor.

“Crossing of the watercourse” refers to any equipment movement through or across the stream (i.e., Seacock Swamp). The temporary work bridge will prevent direct impacts to the watercourse, resulting in no additional ESC measures. No equipment is allowed to cross the watercourse directly.

Plan sheet 2M Environmental Commitments under Water Quality Permits it states, “The bridge replacement requires ECI inspection during the construction process.” Please confirm that the owner will handle all costs for the ECI.

ECI costs are billed to the UPC during the construction phase of the project, and the contractor is not financially responsible for these costs.

The bid quantity for cofferdams is (7) seven each, including two cofferdams for Abutment A and two for Abutment B. It appears there is only one cofferdam being installed at each abutment, similar to Bent 1 and Bent 2. Please clarify why there is a quantity of two at each abutment.

Two cofferdams were considered at each abutment-one for the proposed abutment location and another for the temporary bridge location.

Subject: Tree Removal Restrictions Type: Proposal

This project includes the proposal note “Tree Removal Time of Year Restriction for Bat Habitat” restricting the contractor from removing trees greater than or equal to 3 inches in diameter between December 15 through February 15 and April 1 through July 30. Considering the bid date for this project and anticipated award, the contractor will not be able to remove the trees and start construction until after the July 30th date. Please confirm if all the trees 3 inches and greater that will obstruct construction will be removed prior to the April 1 restriction date.

The contractor is responsible for all clearing and grubbing activities. The tree-clearing TOYR was already considered during the schedule development for CTDR.
