Will the Time Of Year restriction be enforced on this contract ,Seeing that the Execution date of the contract will falls after April 1st cut off date ?

Environmental restrictions including a tree cutting from April 1st till November 15th will be enforced. Tree trimming activities on Everett Hagy Road are anticipated in phase 4 of the proposed Sequence of Construction as provided in the plan set. This activity is not expected to cause any delays in meeting the project completion date.
