Will VDOT provide any foundation design parameters for the sound walls? On a bid-build project, VDOT typically provides the foundation design parameters to the contractors to base their design on.

Based on the Sound Barrier Wall profile, there are 9 retaining walls along the roadway; however, the Incidental Summary of Quantities only show 2 retaining walls, both type RW-3 (pages 23-24). Could you please clarify the type of retaining wall for the remaining 7 out of 9 called out on the sound barrier wall profile?

Based on VDOT Memorandum dated October 3rd, 2025, about USDOT IFR on DBE Program Implementation Modification, DBE Goals for projects after October 3rd, 2025 should be zero percent (see paragraph 3 of the memorandum below) "Effective immediately, DBE goals on all active, federally eligible contracts are zero percent. Further, until DSBSD completes its re-evaluation of all currently certified DBEs and implements the required changes to the DBE certification process, VDOT will not ( 1) include DBE goals in future contracts; and (2) count participation toward DBE goals on active contracts. Contractors/consultants with active contracts are not required to submit the following Forms: C-49, C-110, C-111, and C-112, as related to the DBE program. Contractors/consultants should continue to submit the following Forms: C-48, omitting answers to questions regarding gender and ethnicity; and C-63, as related to the DBE program." Could you please clarify the DBE goal for this project?

On B602 MM. 242.4 Cl. III Rebar is shwon on page three for the bridge deck. The rebar schedule for the bridge deck show Cl. I. Please verify the classification of rebar.

Class III rebar is correct for the superstructure, including the deck and integral backwalls. The sheet will be corrected by addendum.

There are some discrepancies for the sound walls between roadway cross-sections and sound wall profiles regarding grade separation. For example, Roadway Cross-Section Sheet Nos. X093 (Sta. 3110+00) and X100 (Sta. 3117+00) show a grade separation between the front and back sides of the wall that is not depicted on the profile sheets. Please confirm which are we to follow.

The Contractor should follow the information shown in the cross sections. The Sound Wall profiles on sheets 32(10), 32(11), 32(11A), 32(12B), 32(13) will be revised by addendum to show the grade separated areas as retaining wall, quantified as NS Sound Barrier Wall Absorptive (Retaining Wall), similar to other locations in the plans. The anticipated quantity revisions are: 519SX20-0001 NS Sound Wall Color Coating - Decrease 1,528 SF; 519SX20-0001 NS Sound Barrier Wall Absorptive - Decrease 1,745 SF; 519SX20-0001 NS Sound Barrier Wall Absorptive (Retaining Panel) - Increase 1,962 SF; The summary table on Sheet 32(01) will be updated with the final revised quantities.
