Per VDOT EC-6 (Inlet Protection Type C) detail, IP-C is to be paid for using stone and silt fence. These items have been accounted for in the provided quantities.  
 
Subject: Stone Construction Entrance Payment Type: Bid Sheet

Plan Sheet 5C(1) Note 1 states that stabilized construction entrances will be per detail EC-11 and be paid by weight of aggregate placed. VDOT Standard EC-11 shows 6 to 10 inches minimum of No. 1 coarse aggregate with the areas adjacent to existing pavement capped with 4 inches of No. 68 or No. 78 aggregate. There are no existing bid items for No. 68 or No. 78 coarse aggregate. Please add a bid item for either of these aggregate types. Additionally, the quantity for Bid Item 0400 Aggregate Material, No. 1 is only 96 tons and appears to cover payment only for the two hatched areas identified as construction entrances at Stations 40+25 and 46+00. How will the aggregate shown on Sheets 4C(1) and 5C(1) to be placed between Stations 37+75 and 45+85 be paid for? If paid under Bid Item 0400, please increase the estimated pay quantity.

Cap for Construction entrance to utilize 57 stone. Quantity for the construction entrance cap is included in the quantity of 57 stone. Quantity for number 1 stone will increase. This will occur after contractor selection.  
 
Subject: Maintenance of Traffic Type: Plan

Please confirm that single lane and ramp closures on Saturdays and Sundays for both summer and non-summer periods are allowed all day, to match the allowable single lane closure shown in the table on Note 7 sheet 1K(1).

On Plan Sheet 1K(1) Temporary Traffic Control General Notes, the table associated with Note 7 in the section titled Temporary Traffic Control indicates that single lane closures are allowable between 7 pm and 5 am beginning Sunday nights and ending on Friday mornings for both summer and non-summer periods. It also indicates that lane closures are allowable all day on Saturdays and Sundays for both summer and non-summer periods. However, Note 3 on Plan Sheets 1K(4) and 1K(5) requires single lane and ramp closures be limited to 11 pm and 5 am. The requirement to wait until 11 pm for this type of closure means that (for the most part) closing a single lane alone without the ramp at 7 pm is not practical for allowing performance of any significant amount of work. Most of the project limits are within the ramp and the ramp approach. Please consider extending the single lane and ramp closure hours to be between 8 pm and 5 am.

Subject: Vibration Monitoring Type: Plan

On Sheet 1J under section Phase 1: states "Contractor will be required to install vibration monitoring (per Special provision) at the existing overhead sign structure and the existing retaining wall." The specifications do not directly call out vibration monitoring, please confirm contractor should include vibration monitoring for the existing sign structure and retaining wall.

Confirmed, the contractor should include vibration monitoring for the existing sign structure and retaining wall. There is a separate Special Provision for each in the proposal (beginning on pages 187 and 190 of 295 respectively).  
 
Subject: Temporary Bypass Type: Specifications

In the specification section “Temporary Bypass Pumping and Piping” under section III. Components – General – A. on Page 175, states “Provide bypass pumping and piping capable of maintaining the 9500 gpm normal peak flow in the stream.” However, in the provided plans sheets on “Sheet 2 – General Notes” under section Bypass Flow 1 states “The Contractor shall provide bypass flow control to route flow around drainage system assets that are temporarily out of service. Repair of damage sustained within and/or outside of the project limits of disturbance and directly attributable to Contractor's election to size bypass system to less than the 50-year storm as identified herein, shall be the Contractor's responsibility at no additional cost to the project”. Please confirm contractor is able to provide a bypass system that is sized less than a 50-year storm i.e. less than the specified 9500 gpm system required in the “Temporary Bypass Pumping and Piping” section at the responsibility of the contractor?

Confirmed - contractor is permitted, at the responsibility of the contractor, to provide a bypass system that is sized less than a 50-year storm, i.e., less than the specified 9500 gpm system required in the "Temporary Bypass Pumping and Piping" section.
