Plan notes indicate that temporary casing is required through the rock sockets. Looking through the site boring, none of the provided boring were drilled to the planned tip elevation. It is anticipated that all holes will be wet. Can the casing be seated into rock and the concrete poured by tremie methods in lieu of casing to the bottom of the drilled hole? If not, can the the hole be oversized or the casing left in place?

The temporary casing can be seated into the top of the rock, or some distance below the top of rock, provided the rock that is drilled below the temporary casing remains stable during drilling, pile placement, and concreting. If the rock socket excavation is wet, which it likely will be, the concrete shall be placed by tremie discharging from the bottom of the hole as described on Sheet 3 of the bridge plans.

Can the cofferdams be reconfigured from shown locations as long as 50% of the stream is not blocked at a time? This is typically allowed but not referenced in the permits.

Yes, cofferdams may be reconfigured from the shown locations provided that no more than 50% of the stream is blocked at any time and all conditions of the USACE Section 404 Nationwide Permit 3 / Regional Permit 11 and VDEQ Section 401 water quality certification are met. The contractor shall maintain the intent and effectiveness of the original erosion and sediment control perimeter measures, ensuring equivalent protection is provided in the revised configuration. Approval from VDOT Environmental must be obtained prior to implementing any changes to the cofferdam layout or any component of the permit sketches.

Inset D on plan sheet 23(18) depicting existing northern pier and foundation to be removed, apparently shows the footing only and not the pier neat section similar to pier 2 and the existing bridge plans. Please confirm there is no pier neat section to be removed, but only the footing section shown in Inset D.

At the as-built location of the northern pier, only the footing remains. The pier neatwork is believed to be attached to the bridge superstructure which has been moved downstream during the storm event and should be removed as part of pay item 413SX20-0002 NS DISM. & REM. EXIST. STR. STR. NO. 6110.
