SPCN section 412 Concrete Substructure Surface Repairs indicates the need for many plan submissions. It appears there is a need for a minimum of four plans and up to eight to be submitted for each footer. There are twenty footers. These plans are submitted while work is ongoing. The contractor must expose the element for VDOT inspection then submit various plans. What is the review time of these plan submissions as this could have significant impact on project schedule?

Note 1 on plan sheet 2 indicated the cost of surface preparation is incidental to the NS Concrete Encapsulation. The concrete removal and abrasive blasting are paid for in a separate item. What surface preparation is this referring to?

SPCN section 412.03 Concrete Substructure Surface Repairs indicates that repair and removal of concrete repair of existing grade beam and surfaces and concrete on top and side pile cap surfaces indicate the need for a plan detailing the necessary types of crack repairs. It appears the engineer has dictated the type of crack repair in the same provision. If those repairs are used what plan is needed and what would it include?

The plans and special provisions indicate removal of 5 ½” Min depth on the surface area. This is paid by the SY in item Existing Concrete Removal. If during construction VDOT directs this removal to be deeper than 5 ½”, will this additional removal be paid for as extra work? This additional removal would also include the need for a additional removal plan submittal and review and approval time.

The project includes a SPCN Substantial Completion Incentive/Disincentive. There are amounts included for disincentive but no incentive amount or maximum amount of disincentive or incentive. Please clarify.

Special Provision Mock-Up Testing indicates that 2 mock-up tests are to be performed for both the anchorage zone and the encapsulation. This special provision also states that additional testing can be requested and that it will be paid at a 50% rates. The payment section of this special provision indicates pay units of Lump Sum. Provision reads like the pay units should be 2 each and with the potential for additional testing at a 50% rate the pay unit should be each. Please clarify how will this be paid and how will it be paid with additional testing?

Special Provision SUPPLEMENTAL POST-TENSIONING PERSONNEL QUALIFICATIONS require a Project Engineer, Project Manager and Project Superintendent to be a Licensed Professional Engineer. The Superintendent and Manager are required to be onsite during the duration of construction. Since this specification is for Post Tensioning does this mean the duration of construction during all post tensioning operations? Can one person named as a Post Tensioning QC Manager satisfy these requirements?

How are contractors supposed to gain access to the footers prior to the letting?

The footers can be accessed from the gravel road that parallels the north footers from Varina Rd. The gravel road is west of I-295 and is owned by Henrico County. There is a gate that will need to be unlocked to get access to the gravel road. Contact the Project Manager at 804-609-5225 a few days prior to coordinate a day and time to have the gate unlocked.

The bid documents do not appear on Projectwise for download. Is there an issue with the weblink or are all the documents CII and require approval? If so how do we get approval to download the bid documents?

The only bid document marked with CII/SII are the plans. The proposal, as-builts, GER, and Testing documents are not. Please confirm only the L89 Merged Plan file contains CII/SII and the other files are otherwise unrestricted.
