On page 207 of the specifications in section C.1 Working Over Traffic, it states that traffic control shall be utilized to prevent traffic from passing under paint operations. Is it the departments intention that traffic control should be used under active painting operations even if a suspended platform is permitted to be used?

In situations where work requires the contractor to not maintain the vertical clearance provisions, no work shall be performed over live traffic.

The Virginia Work Area Protection Manual states portable traffic signals MAY be used for one-lane, two-way traffic control, and must be approved by the District Traffic Engineer. For long-term operations, traffic control signals MAY be used to control vehicular traffic movements in one-lane, two-way TTC zones, as approved by the District Traffic Engineer.

Structure 1191 and 1192 appear to be identical structures, however the DOT has the tonnage for 1191 listed as 364.0 and the tonnage for 1192 as 87.0, is this information correct?

Yes, these are identical structures and Structure 1192 should read 364.0 tons.
