What is the intent for the “Type A Milling 1-1/2” bid item with a quantity of 1,708 SY? Are we to Type A mill the new bridge deck after it has been poured? Also, the quantity for this item in the proposal seems much higher than the total SY of the bridge deck on the plans.

On either end of this project the plans call for 1.5” milling and overlay to tie the new full depth asphalt to the existing roadway, however there is no Flexible Pavement Planing 0”-2” bid item shown in the proposal. Is this supposed to be included as incidental to the paving items?

In accordance with Section 105.14 (b) of the specifications and to keep a level of equal and fair bidding how many guardrail strikes or other MOT irregularities and obstructions should the contractor account for in this bid? How will this specification be applied throughout the detour?

There have not been any guardrail hits in the vicinity of this structure in the past several years. The only guardrail work done near the bridge was to facilitate a pipe being installed, and it was a simple remove and re-install.

After a site visit, it appears the clearing and grubbing has already been done. Please confirm that there is will be clearing and grubbing on the project.

State Forces cut trees so the project would comply with time of year restrictions for bats. Large trees greater than 3” in diameter have been cut, but no stumps, brush, or root mat have been removed.

On January 21, 2025 the White House issued an Executive Order, " Ending Illegal Discrimination and Restoring Merit Based Opportunity," which revoked Executive Order 11246. This order directed the Office of Federal Contract Compliance Programs to immediately cease: Promoting "diversity", Holding contractors responsible for taking "affirmative action", and Allowing or encouraging contractors and subcontractors to engage in workforce balancing based on race, color, sex, sexual preference, religion, or national origin. With this Executive Order in place, are currently advertised, federally funded projects still requiring DBE participation?

The Disadvantaged Business Enterprise (DBE) program is a legislatively mandated program that was reauthorized by Congress in 2021. This program is mandatory on all federally funded projects. The revoking of EO 11246 does not have any impact on the DBE Program. The revoking of EO 11246 means that the Office of Federal Contract Compliance Programs (OFCCP) no longer has the authority to enforce affirmative action requirements on federal contractors in their internal hiring practices. The contractor may still have obligations under Title VII (Equal Employment Opportunity) of the Civil Rights Act of 1964. The only change that VDOT has seen in the Civil Rights requirements is that our Civil Rights offices will not be conducting Equal Employment Opportunity Contractor Compliance reviews until further guidance is received from the Federal Highway Administration.

Grading Diagrams are not required for Minimum-Plan projects (M-501) such as the Rte. 705 project, and are only developed for full Construction projects (C-501).
