With the deep milling items set up on the project, there is the potential need for adjustments on manholes and water meters. Is this the responsibility of the contractor or the City / VDOT?

According to the route sheets in the proposal, there are quantities set up for Flexible Pavement Planing, both for 2"-4" and above 4" for crown elevation corrections. Is there any detail on how the department wants the contractor to perform the different milling profiles?
