The project must comply with the bat TOYR regarding clearing. The project bids on June and has an NTP in September. To begin access or bridge demo of any kind tree clearing will have to take place as the site with no use is overgrown with trees. Just to create room to mob to the site and room for demo trees will need to be cut. From NTP to November with no work able to be done has the Department taken into account the inability of the contractor to perform any work on site for this beginning period?.

The Department has taken the TOYR regarding clearing into account when establishing the fixed completion date for this contract.

Will the Pier Columns and Caps be considered "Mass Concrete"? We usually consider an element with the minimum dimension greater that 5' to be "Mass Concrete" but the bid documents do not specify.

An addendum to the bid proposal will be forthcoming to include the Special Provision for Massive Construction Hydraulic Cement Concrete ("Mass Concrete") Operations. The Department has determined that only the Pier Columns and Pier Caps will be subject to the Mass Concrete Special Provision.
