We requested a detail for the Concrete Foundation LF-1 Type Modified. The response was the detail was included with the light pole placement sections on Sheet No. 54(2). Sheet No. 54(2) is the summary of quantities for lighting, 54(2B) is the luminaire details and 54(2C) is the panelboard schedule. There are (7) Foundations that are LF-1 Ty A which is a VDOT Standard, There is no detail of the LF-1 Ty A Modified indicated in the drawings. Please provide.

Will the contractor be allowed to shift traffic in order to create a safe work zone on both Lee Highway for the pier work and upper Lee Highway on and off ramps for abutment work for the bridges? If so, will the contractor be compensated for diverting the traffic under existing pay items?

After reviewing all sequences of construction and MOT notes, there is no mention of allowing the contractor to close the bridges. Will the contractor be allowed to shut the bridges down for a night to set girders? The bearing modification notes states no traffic will be allowed above beams being jacked. Will the contractor be allowed to shut the bridges down to perform the required jacking to replace the bearings?

Please provide asap. Measurement and payment for the Concrete foundation LF-1 Type A Modified will be in accordance with Section 700.06 of the Specifications for Concrete foundation. Payment will be made under: Pay Item Pay Unit Conc. Foundation (LF-1 Type A Mod.) Each 11-17-23 (SPCN)

If naturally occurring asbestos soil is encountered on the project can it be incorporated into the fill areas on the project or does it need to be disposed of off-site?

Please see section II of the Special Provision for NATURALLY- OCCURRING ASBESTOS SOIL. The Contractor shall ensure that naturally occurring asbestos soils, including any surplus naturally-occurring asbestos soils, are utilized in areas containing similar naturally-occurring asbestos soil or disposed in areas containing similar naturally-occurring asbestos soils.

Please provide an estimated quantity for the Management of Naturally-Occurring Asbestos Soil bid item. The current lump sum unit of measure is insufficient to provide a reasonable bid with so many unknowns. The Special provision for this item sites a station range that is 7,725 ft in length on the project. How much naturally-occurring asbestos excavation should the contractor anticipate will be encountered within this 7,725 ft long stretch of construction? Different contractors assumptions for this item could vary widely. Testing and monitoring can based on the anticipated volumes of material encountered, but as a lump sum item it is open to varying levels of interpretation of the amount of material encountered and the testing/monitoring needed for the project.

The Environmental Commitments Plan Sheets in the Project plans also indicate areas in which there is the potential for encountering soils which may contain naturally occurring asbestos. It is the responsibility of potential bidders to review these in conjunction with the soil boring logs and data in the Project Geotechnical Report (available on E-Plans since Feb 26) and evaluate and price the work accordingly. All related costs must be included in the unit prices bid for earthwork items and the Lump Sum item for Management of Naturally Occurring Asbestos Soil. The Special Provision requirements for Naturally-Occurring Asbestos Soil specifies everything that needs to be included in the Lump Sum price for Management of Naturally Occurring Asbestos Soil. The Department will enforce all Contract Requirements.  
 
Subject: Utility Test Pits Type: Specifications

The spec for Utility Test Pit Asphalt Concrete is called out to include the restoration of the asphalt pavement. The majority of the work for this project occurs outside of the existing pavement and therefore the test pits can be performed prior to the new pavement being placed. Does the Department anticipate the need for asphalt pavement restoration as part of this item or will the work be done prior at the subgrade level?

Asphalt pavement restoration is anticipated to be included when test pits are performed under Bid Item #303SX20-0013 UTILITY TEST PIT ASPHALT CONCRETE. Test pits performed under Bid Item #303SX20-0012 UTILITY TEST PIT UNPAVED would not require asphalt pavement restoration. At the time of the test pit work, pavement patches and backfill shall be flush with the surrounding surfaces when the cavity is filled, and material is compacted in accordance with the Special Provision VERIFYING EXISTING UTILITIES AND INSTALLING GUARDRAIL POSTS.

The Typical Sections show MC-4 being installed under guardrail on the outside shoulders and ramps. The Summary of Quantities on Sheet 2F(1) do not give a breakdown of how the total asphalt quantities were determined and therefore it is not known if the MC-4 is included in any of the bid items. Please clarify how the MC-4 will be paid.

Subject: Silt Fence Type A Type: Bid Sheet

Bid Item 0850 has Silt Fence Type A quantity at 100,113 LF. being that the job is 4.2 miles in length this quantity equates to 19 miles of silt fence. The symbol on the plan sheets for this item states Tye A or Type B Silt fence making it appear that it is the contractor's option on which type to use. Please confirm that the quantity of Type A in the Bid Item Sheet is correct.

Unless denoted as Type B by label on the ESC sheets, Silt Fence is to be Type A. The quantity for Silt Fence Type A has been confirmed.  
 
Subject: Siltation Control Excavation Type: Bid Sheet

Bid Item 0800 of the bid form states a quantity of 67.055 CY to be bid. The E&S quantity summary in the 2E series sheets show a total quantity of 36,672 CY. Both of these quantities seem extremely high when compared to similar projects. The recent FFX Parkway/Popes Head project included only 10,706 CY. Can the Department provide a description or derivation of how the quantities were derived and also determine which quantity is correct, if either quantity is correct?

The quantity for 67,055 CY has been confirmed to include the quantity of 14,961 CY as summarized on the SWM Summary on sheet 2E(1). The total for the Temporary Sediment Basins is 15,422 CY (4903 CY, 6231 CY, and 4288 CY) summarized on sheet 2H(13). The total for the ESC 36,672 CY summarized on sheet 2E(9). An additional 820 CY is being added to the estimated bid quantity in forthcoming addendum for a total of 67,875 CY.
