Subject: Epoxy Coated Rebar in Superstructure Type: Proposal

There is no indication in the NPA that any existing epoxy reinforcing steel shall be touched up after Hydrodemolition. During this process, the majority of the deck reinforcement will be exposed. Is it correct to assume that the existing bars in the deck do not need to be touched up before the placement of the repair/overlay?

The reinforcing bars shall be exposed during the hydrodemolition process and Type C deck patching. The Contractor shall follow R&B Spec. 412, 425 and any other additional guidance for cleaning and repairing the reinforcement bars. Reinforcing steel shall be CRR CL III.

The anode quantity does not appear to cover all of the anodes needed for the project. Is this item intended to cover all of the anodes or only for select repairs? If only select repairs, please clarify which ones.

Embedded Galvanic Anodes shall be placed in concrete superstructure repairs, and concrete substructure repairs. Locations of repairs have been given in the Repair Sketch section of the NPA. Repair areas shall be field verified by the Contractor. The Contractor shall follow the Road and Bridge Spec. 412 when installing anodes.

Will the department be taking any actions to prevent the birds from accessing former nests or building new ones prior to the NTP date of June 5? If not, will the contractor be granted permission to access the site during the TOYR but before NTP to take necessary action?

Subject: Concrete Deck Thickness Type: Plan

The provided as-builts plans show a monolithic 7.5" cast-in-place deck, yet the bridge was built with precast soffit panels. Please provide information detailing the deck construction; overall concrete depth, precast panel thickness, .....

The deck surface was milled in the past and asphalt was placed over the milled surface. Please review the NPA for asphalt depths, this is guidance and the Contractor needs to take caution when removing asphalt. After the asphalt is removed the Contractor shall perform Bridge Inspection by means of Ground Penetrating Radar (GPR). Two full depth deck core samples were taken from the bridge but the concrete portion was consistent with no evidence of precast panels at those locations. If there is a specific concern please state the question.

This structure was built using precast soffit panels, yet the as-builts do not show precast panels, nor is the asphalt overlay shown on the plans. Please confirm all as-builts have been provided for this structure.

Subject: Concrete Removal depth Type: Specifications

Section 425 requires loose or unsound concrete to be removed to a depth of 1" below the top rebar mat. There can be a "shadowing" affect, where there are slight pinnacles below the lower bar of the top mat that are left by the hydro milling. Please confirm this shadowing is acceptable, provided the remaining concrete is sound and that there is some clearance between the reinforcing steel and the existing concrete.

The 1" minimum below the top rebar mat is required per section 425. This minimum will not be waived. Uneven areas of shadowing will be evaluated in the field to determine depth.

Please confirm Type A milling will be permitted for reducing concrete cover prior to Type B hydro milling.

When Type B Hydro-demolition is specified, the Contractor shall, when approved by the Engineer in writing, have the option of using Type A Milling to remove the concrete to within 1/2 inch of the top mat of reinforcing steel with the remainder of the concrete removal performed by Hydro-demolition.

No typical section has been provided for the MOT phasing or any specified overlay joint location. Please confirm contractors have the latitude to place joints as required, based on their MOT phasing plan.

The Contractor shall submit Shop Drawings of the joint type for review and approval. Joint widths shall be field verified by the Contractor. The Contractor shall submit a detailed traffic control plan to the Engineer, that will maintain a minimum lane width for temporary traffic.  
 
Subject: Minimum offset of edge of road to face of barrier Type: Proposal

In the second paragraph on page 218 of the proposal, it states "The minimum offset between the edge of roadway to the face of barrier shall be 2 feet." Please clarify if this is only for temporary barrier, existing parapet, or both the temporary barrier and the existing parapet.

Due to the proximity (inches) of the 58 WB structure, there is not enough area on the EB structure to fit a work area on the inside portion of the deck near the North parapet, a traffic lane in the middle, and an area on the outside shoulder next to the South parapet for equipment to access the under bridge repairs. Type C Patching, joint repairs, etc.

If there is not enough adequate space on the EB bridge for a specific MOT layout for some means and methods, temporary shoulder or lane closures within allowable hours on the WB Rt. 58 lanes to provide more access will be permitted. The Contractor shall submit a detailed traffic control plan. The Contractor shall be responsible to obtain permits and allowable lane closures times.

The minimum offset requirements do not leave enough space for safe access to the repairs under the bridge once traffic is switched to the outside (south). Please consider revising the offset requirements.

The contract allows for continuous single lane closures (page 218). Based on one 11 foot to be maintained during construction, the Department does not see any spacing issues. Please clarify or provide additional information on the concern.

Please clarify if the type C patching includes the depth of the existing precast panels that were used to form the bottom of the deck.

Yes. The Contractor shall remove the deteriorated concrete, then field identify the full extent of repair, and perform the patch repair which may be full depth. After the hydro-demolition there may be deteriorated areas that extend to a depth beyond the hydro-demolition limits. Type C Deck Patching has been quantified based on potential full depth repairs and areas that extend beyond hydro-demolition limits. If required, the deck patching shall extend into the precast panels.
