The General Notes states that “A completion date for each task order will be discussed and shall be agreed upon by the Engineer and Contractor” and that the Engineer will a assign a completion date if agreement cannot be reached.  It also states that “The Contractor shall have a workforce capable of concurrently prosecuting work with similar tasks at a minimum of two separate locations.”  Given that liquidated damages for different tasks can be assessed concurrently, please add language in the General Notes that limits the deployment of the Contractor’s workforces to a maximum of two different locations at any given time unless the Contractor at his own discretion agrees to mobilize more workforces to more than two locations at any given time.

Please confirm that the Type A concrete milling operation (for both ½” and 1”) may be performed prior to the extended continuous (multi-day) lane closures and that vehicular traffic may run on the bridge deck after the Type A milling is performed but prior to implementing the extended continuous (multi-day) lane closures for the hydro-demolition and latex modified concrete operations.

Several task orders are adjacent or in close proximity to one another and will have overlapping temporary traffic closures. While the general notes specify the contractor must support a maximum of two task-order locations at one time, the proximity of the task orders may not allow for traffic closures at the same time. Please confirm that VDOT will not issue task orders for adjacent or overlapping locations at the same time without a prior review of a proposed traffic control plan with the contractor.

The Sequence of Construction states the contractor is to maintain one temporary traffic lane (14 ft wide) to facilitate the bridge substructure & superstructure repairs and deck mill & overlay on all structures. Please confirm the contractor will be permitted to close two lanes overnight for repairs and extended continuous (multi-day) for mill & overlay.

The General Notes provide a suggested general sequence of construction approach that considers a two-phase sequence of construction.  This two-phase sequence is advantageous because it avoids splitting traffic to create a center-lane work zone and an additional construction phase. This would add worker safety hazards, adverse traffic impacts, and a longer schedule duration. We are concerned that the bridges, ramps and approaches are not wide enough to maintain multiple-lanes of traffic while closing over half of the bridge for the work. Please confirm the intent is to complete these repairs and overlays in two phases only and not work within a center-lane closure.

The Proposal documents include specifications for Traffic Barrier Service, however there are no bid items for temporary barrier and associated devices. To safely maintain traffic over an extended closure temporary traffic barrier and temporary attenuators will be required on the approach, bridge and trailing end of the work zones. Please add bid items for Traffic Barrier Service, Impact Attenuator and additional related items.

The Time Restrictions of the Transportation Management Plan state that the Department “may” grant extended lane closure hours for hydro-demolition and latex modified concrete operations ranging from 24 to 60 hours depending upon the length of the structure and sequence of construction.  The hydro-demolition and latex modified concrete operations at all structure locations will require a minimum of 60 hours of extended continuous (multi-day) lane closures to meet the intended two-phase, full length/lane deck sequence of construction approach. The work required includes but is not limited to:  traffic control, mobilize equipment, hydro-demo water and debris containment, manual demolition along edges, deck cleanup, LMC placement, and cure time.  Please confirm that a minimum of 60 hours of extended continuous (multi-day) lane closures will be permitted at each bridge structure.

What is the difference between H49 and H48? They seem to be the same.

H48 and H49 are similar in nature but note the differences in BID ITEMS and QUANTITIES. Also, proposed bridge locations are different in both H48 and H49.

What is the type of replacement bearings for Structures 2012 and 2913, I-95 over S. Anna River? Is the superstructure steel girders or concrete beams? Is it possible to post the As-Built Drawings?

At Structures 2012 and 2013, I-95 over S. Anna River, all existing bearings will be replaced with elastomeric bearings including bearing articulation change at locations indicated in No Plan Assembly (Fixed to Expansion). Refer to elastomeric bearing details included with No Plan Assembly. The superstructure is steel girders for both bridges.

Please clarify whether the price for resetting rocker bearings includes the cost of jacking and blocking or it will be paid under separate item.

Reset Existing Rocker Expansion Bearing shall be as per Section 426.03 (f). Jacking and supporting beam will be paid separately under "Jacking and Blocking Beam
