Subject: Temporary roadway and abutment fill Type: Plan
Question Date: 8/9/2022 3:54:23 PM
Fill at temporary bridge abutment A (from Sta. 12+32 to 12+54.93) abutment B (from Sta. 15+34.93 to 15+46.43) as per bridge plan sheet 38 of 45, show the sequence as follows - bi-axial geogrid followed by, 18" surge stone, drainage geogrid, structural fill, drainage geogrid, and 12" #21A stone. This conflicts with VDOT recent response which dictates "sheet 1K(5) typical section ranges between Sta. 11+18 to Sta. 12+53 and from Sta. 15+40 to Sta. 16+33". The temporary roadway plan sequence as per sheet 1K(5) show the sequence as follows - tri-axial geogrid followed by, 2ft-4ft graded aggregate no.#2, 12" graded aggregate no.#8, subgrade geotextile, select material type II, and 6" crusher run no.#25 Please clarify the limits and make-up of the roadway approach material and the limits and make-up the temporary bridge sheet pile enclosed material?

Subject: Alternate Bid Items Type: Proposal
Question Date: 8/3/2022 9:10:55 AM
Alternate bid items are also needed for test piles.
Answer   Date: 8/4/2022 12:18:15 PM
The test pile items are not described as Stainless Steel Strand or CFRP Strand. Therefore, no alternate bid items will be added. Please bid according to the alternate selected for production piles.

Question Date: 8/3/2022 9:06:07 AM
The alternate options are incorrect. Alternate 1 should be stainless steel strand for both pile sizes. Alternate 2 should be CFRP strand for both pile sizes. As currently written in the Special Provision and Schedule of Items, the bidder can only bid on one size of pile. The intent of the alternate is to price one type of pile (stainless or CFRP), not size.
Answer   Date: 8/4/2022 12:10:37 PM
An addendum will be posted to correct the alternate bid items.

Subject: DBE Requirement Type: Proposal
Question Date: 8/1/2022 3:11:17 PM
The very small quantities of work that is typically subcontracted will make achieving the DBE goal impossible. Please delete the DBE requirement or reduce it.
Answer   Date: 8/2/2022 1:14:51 PM
Utilizing our standard guidelines and methodology. Given the location of the project, the type of work, and available DBE contractors, we feel this project can support a DBE goal of 4%

Subject: Access Road Quantities Type: Proposal
Question Date: 8/1/2022 2:53:04 PM
Estimated quantities for #2 Stone, #8 Stone, Select Material Ty. II, Geogrid, and Subgrade Stabilization Fabric are excessively high. These materials only appear on the temporary road from STA 15+35.93 to 16+00. The quantities do not match the available fill volume (or surface area) shown in the cross sections. Please revisit the estimated quantities.
Answer   Date: 8/4/2022 9:48:45 AM
Quantities were calculated for both approaches. Sheet 1K(5) temporary roadway typical section will be updated to reflect stationing used for quantity calculations (from Sta. 11+18 to Sta. 12+53 and from Sta. 15+40 to Sta. 16+33).

Subject: Cofferdam Limits Type: Permits
Question Date: 7/29/2022 5:06:28 PM
Permitted cofferdam at Abutment B does not extend past mean high water on the northwest corner. How is the contractor to work in the dry if the cofferdam limits do not extend past MHW? Also, the cofferdam does not extend past the riprap armor from STA 102+60 to 102+75. How is this work to be performed in the dry?

Subject: Temporary Trestle Approach Roads Type: Plan
Question Date: 7/29/2022 3:00:52 PM
Sheet 1K, 'General Notes for Sequence of Construction' Note 8 states "Full depth removal of the temporary bridge approach fills shall not be required." This contradicts two other sentences in the same note: "Remove temporary roadway and regrade to match existing condition." and "A minimum of six inches of fill shall be removed below the preconstruction grades." Please provide clarification on the limits of where the entire approach fills (temporary roadway STA 10+20.70 to 17+30.12) are to be removed or left in place.

Subject: Temporary Trestle Type: Plan
Question Date: 7/29/2022 9:38:43 AM
If an alternate temporary trestle is proposed, will VDOT still require the abutment sheetpile to remain in place at completion?
Answer   Date: 7/29/2022 1:58:30 PM
The intent of the sheet pile to remain in place is to contain erosion at the embankment. If an alternate temporary trestle design is submitted, the Department would be willing to consider an alternate measure for erosion control and improvement at the embankment in lieu of the sheet piling to remain in place. Along with the alternate temporary trestle design, this erosion control and improvement method would be subject to VDOT review and approval/denial. Additionally, any alternative to the sheet piling to remain in place would require changes to the agreement with the property owner and would also be subject to property owner approval/denial.

Question Date: 8/1/2022 3:20:40 PM
Do the temporary sheet piles at the temporary bridge that are to remain in place require any coating?
Answer   Date: 8/2/2022 10:05:44 AM
All temporary sheet piles at the temporary bridge do not have coating requirements, including those to be left in place.

Subject: Temporary Trestle Type: Permits
Question Date: 7/27/2022 10:02:44 AM
Are temporary cofferdams required for the pipe pile bents on the temporary trestle?
Answer   Date: 7/28/2022 8:41:18 AM
No. Temporary coffer dams are not required for the pipe pile bents on the temporary trestle. The installation and removal of the pipe pile bents on the temporary trestle are subject to the Time of Year Restriction for in stream work.

Question Date: 7/22/2022 7:50:13 AM
The permits show a temporary cofferdam is required around the new bridge structures. Is a cofferdam also required for the temporary trestle?
Answer   Date: 7/26/2022 9:32:20 AM
Temporary sheet piling, some of which are noted to be left in place, are shown in the permit sketches. This quantity is accounted for in the temporary bridge lump sum item, included in the temporary bridge Special Provision Copied Note, listed as "sheet piles steel". It is not labeled as a cofferdam.

Subject: Production Pile Type: Bid Sheet
Question Date: 7/28/2022 10:44:59 AM
Production pile quantities appear to include the in place test pile length. Please check and revise quantities.
Answer   Date: 7/29/2022 3:10:39 PM
An addendum will be posted with revised quantities.

Subject: Project Duration Type: Specifications
Question Date: 7/22/2022 12:58:01 PM
Due to the tree removal TOY restriction, clearing and grubbing for the temporary roadway cannot begin until mid november 2022. The job completion date of April 2025 give the contractor roughly 18 months to complete the job. Given the current long lead times for steel materials required (some materials are up to a 20 week lead time from order) for the temporary trestle, the delay before construction of the temporary roadway and trestle can begin, the time allotted for construction is inadequate. Please extend the allowed contract time.
Answer   Date: 7/25/2022 8:49:01 AM
The duration based on the question posed, "between mid November 2022 and April 2025", is approximately 28 months. Please clarify and provide additional information if contract duration is still a concern.

Question Date: 7/25/2022 12:49:37 PM
The protected fish species TOY restriction begins Feb 15th, so the temporary trestle would need to vbe removed prior to this date, effectively making the completion date Feb 15, reducing Time available to complete the work from Nov 2022 to Feb 2025, approx 24 months Again this is not adequate time to construction the job.
Answer   Date: 7/28/2022 1:47:58 PM
The Department has reviewed the project scope, lead times, and the time of year restrictions on this project, and has determined that the contract time allocated is adequate to construct the project. The Department will not be extending the contract completion date.
