Subject: Schedule Type: Proposal
Question Date: 8/12/2022 2:14:20 PM
The General Notes states that “A completion date for each task order will be discussed and shall be agreed upon by the Engineer and Contractor” and that the Engineer will a assign a completion date if agreement cannot be reached.  It also states that “The Contractor shall have a workforce capable of concurrently prosecuting work with similar tasks at a minimum of two separate locations.”  Given that liquidated damages for different tasks can be assessed concurrently, please add language in the General Notes that limits the deployment of the Contractor’s workforces to a maximum of two different locations at any given time unless the Contractor at his own discretion agrees to mobilize more workforces to more than two locations at any given time.

Subject: Sequence of Construction Type: Specifications
Question Date: 8/12/2022 2:13:29 PM
Please confirm that the Type A concrete milling operation (for both ½” and 1”) may be performed prior to the extended continuous (multi-day) lane closures and that vehicular traffic may run on the bridge deck after the Type A milling is performed but prior to implementing the extended continuous (multi-day) lane closures for the hydro-demolition and latex modified concrete operations.

Question Date: 8/12/2022 2:12:17 PM
If the department requires the contractor to maintain two travel lanes during a two-phase construction sequence for any task order, please confirm that a two-phase sequence of construction approach with these VDOT required minimum lane (and shoulder?) widths can be implemented within the existing bridge structure and approach pavement widths?

Question Date: 8/12/2022 2:11:56 PM
If the department requires the contractor to maintain two travel lanes during a two-phase construction sequence for any task order, please indicate the minimum required lane widths for the two travel lanes in service during the extended continuous (multi-day) lane closures and clarify whether a minimum shoulder width is also required along either of these two travel lanes.

Question Date: 8/12/2022 2:11:35 PM
If the department requires the contractor to maintain two travel lanes during a two-phase construction sequence for any task order, these work activities will require extended continuous multi-day duration lane and shoulder closures while shifting traffic onto shoulder areas and outside travel lanes.  Please establish bid items for temporary black-out traffic tape, temporary traffic tape markings and eradication to transition from the existing 3 travel lanes down to the 2 travel lanes required for a two-phase construction sequence during the hydro-demolition and latex modified concrete work activities.

Question Date: 8/12/2022 2:10:58 PM
If the department requires the contractor to maintain two travel lanes during a two-phase construction sequence for structure 2027 (I-95 NB & SB over Rt 10), please provide a detail or typical section to shift traffic and close a single lane.

Question Date: 8/12/2022 2:10:22 PM
The Sequence of Construction states the contractor is to maintain two temporary traffic lanes to facilitate the bridge substructure & superstructure repairs for structure 2027 (I-95 NB & SB over Rt 10). There are no provisions or pay items to black-out or eradicate the existing pavement marking to allow for a two-lane overnight or extended closure lane shift, and the roadway is not wide enough to complete the work in two phases maintaining traffic in the existing lanes. Please consider allowing the contractor to close two-lanes overnight similar to the other bridges.

Question Date: 8/12/2022 2:12:44 PM
Several task orders are adjacent or in close proximity to one another and will have overlapping temporary traffic closures. While the general notes specify the contractor must support a maximum of two task-order locations at one time, the proximity of the task orders may not allow for traffic closures at the same time. Please confirm that VDOT will not issue task orders for adjacent or overlapping locations at the same time without a prior review of a proposed traffic control plan with the contractor.

Please confirm the contractor will be permitted to close two lanes overnight for repairs and for the continuous extended windows for mill & overlay.

Question Date: 8/12/2022 2:09:05 PM
The General Notes provide a suggested general sequence of construction approach that considers a two-phase sequence of construction.  This two-phase sequence is advantageous because it avoids splitting traffic to create a center-lane work zone and an additional construction phase. This would add worker safety hazards, adverse traffic impacts, and a longer schedule duration. We are concerned that the bridges, ramps and approaches are not wide enough to maintain multiple-lanes of traffic while closing over half of the bridge for the work. Please confirm the intent is to complete these repairs and overlays in two phases only and not work within a center-lane closure.

Subject: Maintenance of Traffic Type: Specifications
Question Date: 8/12/2022 2:07:33 PM
The Proposal documents include specifications for Traffic Barrier Service, however there are no bid items for temporary barrier and associated devices. To safely maintain traffic over an extended closure temporary traffic barrier and temporary attenuators will be required on the approach, bridge and trailing end of the work zones. Please add bid items for Traffic Barrier Service, Impact Attenuator and additional related items.

Question Date: 8/12/2022 2:06:42 PM
The Time Restrictions of the Transportation Management Plan state that the Department “may” grant extended lane closure hours for hydro-demolition and latex modified concrete operations ranging from 24 to 60 hours depending upon the length of the structure and sequence of construction.  The hydro-demolition and latex modified concrete operations at all structure locations will require a minimum of 60 hours of extended continuous (multi-day) lane closures to meet the intended two-phase, full length/lane deck sequence of construction approach. The work required includes but is not limited to:  traffic control, mobilize equipment, hydro-demo water and debris containment, manual demolition along edges, deck cleanup, LMC placement, and cure time.  Please confirm that a minimum of 60 hours of extended continuous (multi-day) lane closures will be permitted at each bridge structure.

Subject: Bid Quantities Type: Proposal
Question Date: 8/12/2022 2:04:59 PM
Notes for the Estimated Task Order Quantities state the repair quantities for I-95 NB & SB over Appomattox River & Magazine St (Str 2903) are not included in the Schedule of Items and may be substituted or added in a future Task Order. This particular bridge is significantly different in layout and access to the other over-land bridges and the costs associated with it are significantly different as well. Please clarify if it is the department's intent to include this task order with this project or not.

Subject: Bid Quantities Type: Bid Sheet
Question Date: 8/5/2022 3:42:17 PM
The task order quantities subtotals and bid quantities do not match up. Not counting the excluded items for the Appomattox Rvr task order the Jacking & Blocking and Replace Bearing bid item totals are less than the sum of the task order totals. Can you adjust the task order totals or bid totals to match or explain the discrepancy?
Answer   Date: 8/9/2022 12:11:16 PM
Use bid quantities listed under Schedule of Items for the bidding purpose. Task order quantities for individual structures as shown on No Plan Assembly are for informational purposes only.

Question Date: 8/1/2022 10:27:12 AM
What is the difference between H48 and H49? They seem to be the same.
Answer   Date: 8/1/2022 1:11:48 PM
H48 and H49 are similar in nature but note the differences in BID ITEMS and QUANTITIES. Also, proposed bridge locations are different in both H48 and H49.
