Will the electrical cabinets procured by VDOT in Lot 8 on Sheet G3b be equipped with required terminal block components, or is the intent for the Department to procure and provide empty electrical cabinets?

The cabinets are procured as empty cabinets, with stainless steel back panels, drain vents for field installation and the north abutment termination cabinet is provided with a locking kit for field installation. The cabinets are not supplied with terminal blocks.

There is significant field fabrication required that in many cases requires match drilling. Is the Department procuring coated materials and if so, what system?

All structural steel provided under Lot 7 per the design drawings will be hot dip galvanized per ASTM A123 with the exception of the four (4) W10x26 sections at 11’-6”. These W10x26 sections will be painted per System B of the VDOT Road and Bridge Spec

Has the notch/weld detail shown on Sheet S10 been checked for crack development and propagation at the corners? If so, what preheat/postweld requirements are necessary?

No, the detail as shown on S10 is for supporting grid deck to allow access. The members are not main members and are not subjected to fatigue/cyclic loading that would cause cracking. Welding shall be done per 2020 VDOT Road and Bridge Specifications, refer to section 407.

1) Will the Department allow equipment to be used on the lift span, when the bridge is raised provided a suitable plan is provided that adequately addresses balance, structural concerns, etc.?

Per the notes on sheet G3, the lift span shall not be used for installation of the aerial cables unless otherwise approved by the department. If equipment is intended to be used on the lift span, it shall be detailed in a plan of operations for review and approval. Balance and structural integrity must be maintained throughout the work. Balance calculations shall be provided for review and approval prior to placement of equipment on the span if approved by the Department. Equipment on the lift span in the raised position/during operation shall be limited to only equipment deemed critical to the completion of work.

There appears to be conflicting information in the Standard Benjamin Harrison Maintenance of Traffic Plans provided and the Work Restrictions outlined in the RFP. Please confirm the applicable work restrictions for lane closures/flagging operations and bridge closures to vehicular traffic.

Is the scope of Removal/Management of ACM to be included within the “BRIDGE SUPERSTRUCTRUE INSTALL CONDUT SYSTEM AND AERIAL CABLES” LS Biditem, or will a separate item be provided?

The Inspection of ACM (LS) item associated with the Special Provision for Inspection of ACM will be added to the SOI and drawing sheet 2 (G2) as a separate item. The Special Provision associated with Removal of ACM will be removed from the bid documents and may be reincorporated during construction, via Change Order, if ACM is found as a result of inspections.

There is a Time of Year Restriction (TOYR) for the Peregrine Falcon Nesting on the project. Bullet 2.5.B.2, Pages 149/150 of the IFB states the Bird Nesting TOYR prohibits any work from occurring within 600 feet of either Elevator Hoist Way, which conflicts with TOYR restriction defined on Page 5 of the IFB, which allows operations to occur beneath the bridge deck, and in the opposing tower, within the same TOYR. This conflicting language is found in multiple other locations in the IFB and Plans. Please Clarify which language governs.

Adhere to the Special Provision for the falcons . It says there is a Time of Year Restriction (TOYR) for the falcons that runs from 2/15 to 7/15 every year. This project has several activities, some of which do not need to follow the TOYR. The birds usually nest in one of the towers. VDOT will coordinate with the VA Dept of Wildlife Resources (DWR) and the Center for Conservation Biology (CCB) to identify which tower is being used and when. Work in the occupied tower is prohibited during the TOYR. The tower that is not occupied does not have to follow the TOYR and work can proceed in that tower. The other activities associated with mounting the conduit from the shore and along the bridge are at or below the bridge deck and can also proceed during the TOYR. So it may sound contradictory that some work is prohibited during the TOYR and some is not, but it allows certain activities to proceed based on what the activities are and where they are. Work in the occupied tower may commence once VDOT is notified by DWR and/or CCB that the chicks have either been removed or flown off. This could allow work to begin before the 7/15 end date of the TOYR. All of this will be coordinated through VDOT and the Contractor will be kept informed of the falcon's status during the project.
