During production of the Fiber Reinforced SMA asphalt, will manual feeding of the Fibers be allowed?

Manual feeding of fibers will be allowed for this project as long as distribution and addition of fibers is performed in the presence of and in accordance with the fiber manufacturer's recommendations.

This project has SMA-12.5 Asphalt Surface set up for all areas including decal lanes, shoulders, connections and tapers, normally regular mixes are used for areas where SMA is not suitable due to the inability to handwork or lap the material. Could all areas except the mainline be changed to regular surface mix?

This project is a research project testing the performance of Fiber SMA over precast concrete panels. Therefore, SMA-12.5 shall be used for both the mainline and any turn or decel lanes, shoulders, connections, tapers, etc.

If the plant manufacturing precast concrete pavement panels is NPCA National Precast Concrete Association certified, are there any additional VDOT requirements the precast must meet to supply precast concrete pavement panels to the project?
