Many of the asphalt items state "rideability pay factor is in effect for this item", but it is not noted if this is Incentive only or incentive disincentive. Are the routes where rideability pay factor is in effect incentive disincentive or incentive only?

Rideability Pay Factor will be Incentive and Disincentive for routes with items designated with "Rideability Pay Factor is in Effect for this Item".

Proposal advertisement bid date for 2/27/19 identified a completion date of 12/6/19. With the advertisement bid date now being 4/24/19, the completion date remains at 12/6/19. At least two months of available construction will have been lost. Please confirm if the completion date can be extended to account for the re-advertised date. If so, please provide the new completion date.

Special provisions; SP315-0000140-00 Trench Widening Asphalt Mixtures, SP315-000300-00 Limits of Mainline Overlay at Intersection to Paved Roads, SP315-000-310-01 Placing Asphalt Concrete, SP515-000-100-00 Cold Plane (Mill) Asphalt Concrete Operations), SS105-002016-03 Sec. 105 – Control of Work, SS210-00-0216-03 Sec 210 – Asphalt Materials, and SS310-000-002016-02 Sec 310 – Tack Coat Provision are not included. These provisions were previously included in the proposal advertisement bid date of 2/27/19. Please confirm that these provisions do not apply to this proposal.

The Special Provisions and Supplemental Specifications referenced in the Question will apply to this Contract. The Supplemental Specifications- SS105-002016-03, SS210-00-0216-03, and SS310-000-002016-02 are included as part of the 2019 Supplement to the 2016 VDOT Road and Bridge Specifications. As referenced in cn100-000026-03 Gen. Proj. Require., SSs/SPs/SPCNs, the 2019 Supplement is now applicable to this Contract. The Special Provisions- SP315-0000150-00, SP315-000300-00, SP315-000-310-01, and SP515-000-100-00 will be added in the forthcoming addendum.

Special provisions; SP107-001911-00, SP107-001912-00, and SP107-001913-000 (Railroad insurance requirements for different Railroads) were all added to the proposal since the initial advertisement bid date of 2/27/19. Why are these provisions now being included when they previously were not?

The Special Provisions referenced in the question were inadvertently included and will be removed in the forthcoming addendum.
