Page 143 of the Special Provisions - I DESCRIPTION - States that any concrete element whose minimum dimension exceeds 5 feet is Mass Concrete. III PROCEDURES - States if any portion of a concrete element has a dimension that exceeds 5 feet, the entire element shall be treated as Mass Concrete. Can you clarify which is correct?

The intent of the Special Provision is to apply the Mass Concrete requirements to any concrete element with a MINIMUM dimension exceeding 5 feet. To clarify even further, the Department has determined that only the PIER COLUMNS and PIER CAPS will be subject to the Mass Concrete Special Provision.

Where the concrete producer is required to meet SCC and Mass Concrete specifications, Can the concrete producer be able to reduce the required spread lower limit to 20” in lieu of 23”. As the spread of the concrete increases the lower powder content(required to meet the mass concrete heat of hydration limits) tends to increase the potential for segregation. The current spec is written at 26 +/-3”. At the bottom of this range the mix can be produced and meet the required segregation test, but being able to produce every load at a 23” spread is not practical. At the higher end of the range segregation is almost guaranteed.

The intention is to produce a concrete mix to meet the Mass Concrete Specification and be Self Consolidating. The Department will work with the producer to meet the Mass Concrete Specification and determine an optimum approach for Self Consolidation. This may mean a variance in the J-Ring Test or the spread noted in the question.

Are there provisions for milling and paving the entire access road used by the contractor through the park? Should this portion degrade during construction will milling and paving this portion of the access after construction be up to the Contractor?

Milling and paving of a portion of the park access road realignment is part of the project and the limits are shown on sheets 4 and 5 of the roadway plans. This work is to occur at the end of construction once all work has been completed in accordance with the Special Provision for General Bridge Construction Access. Any pavement damage to the park access road caused by the contractor's construction activities shall be repaired immediately and at no additional cost to the Department.

Please refer to 2016 Road and Bridge Standards for details of CCW-1, Type C. The contractor shall supply two 60 AMP rated contactors and four 25 AMP circuit breakers for each location.

The project requires 10 each Settlement Plates. Sheet 2F(2) shows 3 of them on sheet 3 and 7 of them on sheet 6. The fill required from Sta. 103+00 to 105+00 (sheet 3) is minimal and the fill of any consequence on sheet 6 only occupies a short distance. Where are the settlement plates actually intended to go and for what purpose?

Settlement plate locations and details are shown on the MSE Wall Plans (Sheets 100-106) of the Bridge Plans and recommendations contained in Sec. 10.6 of the Geotechnical Engineering Report dated 5/12/17.
