The insurance will be needed by the successful bidder only, and then only if the plan of operations takes the contractor within 10 feet of the R/R right of way.

I do not see a pay item for shoulder renovations (stone). Is this to assume there will be no shoulder work?

That is correct. These are mill and fill projects with no raise in the elevation.
