Why is directional boring set up for a 2"water service line to two houses?

The depth of installation of the proposed 2” water line as shown on sheet 5(3) and profile sheet 5(3B) the directional drilling has been identified as required. Access to residents and others must be maintained and remain open at all times during construction.
