No, only the amount of pavement that can be paved back within 24 hours of completion of planning can be milled. See section c515c01-1116) DISINCENTIVE FOR PLANING IN MULTIPLE LANES The Special Provision for COLD PLANING (MILLING) ASPHALT CONCRETE OPERATIONS “S515B03”

The Department has reconsidered and will revise the completion date to June 30, 2018.
