The first Advertisement of this project included federal wage rates. Why are they not included this time?

The following federal wage rates are applicable to this project, VA 128 (Jan 2016) and VA 135 (Jan 2016). They can be found at the following location http://www.virginiadot.org/business/const/ (Division Homepage) Also a link for the wage rates for J35 will be posted under Announcements.
