In reference to the meeting minutes, dated June 6th, item #10 states "All work is to be performed within the existing Right-of-Way. the contractor may negotiate permission to access bridges from adjacent property owners at no cost to VDOT." In the case of Structure No. 2012 & 2013 located on I-81, we do not see an existing crossover on either side of the structure. Can the Contractor crate a laydown area in the center median to stage equipment, material, etc in order to access the work area?
