Does Line item 0070 31CY to be used for the 2EA Pre-Cast EW-7 end walls? I don't see where 31CY of concrete is shown.

Yes, line 0070 is to be used for the end walls. Please refer to section 302.04 in the Road and Bridge Specifications.
