Can creek be pumped around to perform work in dry condition and expedite construction? The sequencing shown requires multiple coffer dam construction, removal and prolongs construction duration and adds inconvenience to traveling public?

Contractor shall bid on the advertised plans. Any proposed modifications would be subject to review by the applicable reviewing agencies and would be reviewed in accordance with the environmental permits within the contract proposal, and Section 104.02(b) of the Specifications.

For asphalt concrete, it is the responsibility of the contractor to perform QC test with cost to be included in the asphalt products. For soils and aggregate base material, acceptance testing for density is performed by the Department.
