Would the owner be willing to consider low density cellular concrete that meets and exceeds the minimum compressive strength requirements stated in the project specifications as an alternative to the specified EPS Block Fill? Although cellular concrete is heavier than EPS, it does not require a percentage of material compression to achieve strength. It is also lighter than traditional flowable fill, soil and stone structural fills, which could induce additional loading and settlement of onsite soils.
Additional benefits to cellular concrete are:
Does not dissolve if exposed to petroleum products.
Self-leveling and can fit any shape without being trimmed. Once cured, it becomes a self-supporting mass within a few hours of pour.
Self-consolidating, so no voids between blocks which could induce future settlement.
Can be placed in larger lifts and does not require compaction testing like soil and imported stone fills.
Does not require large laydown or stockpile areas as it’s mixed and produced on site using a mobile batch plant.
Can be pumped up to several thousand feet at very low pressures.
Can exhibit coefficients of permeability similar to that of onsite soils. The provided 25 pcf mix design is on the order of 1.5 cm/second. The permeability can be adjusted by changing the wet cast density and preformed foam.
Reduction in uplift potential since the cellular concrete is heavier than the EPS blocks.
Can be excavated with conventional earth moving equipment.

The proposed change to low density cellular concrete would likely result in increased settlements beyond those assumed in the current design and will not be considered at this time. After award, the contractor may submit a Value Engineering Proposal per the VDOT Road and Bridge Specifications Section 104.02 c.

The .EBSX bid file associated with this project in AASHTOWare Project Bids does not have a location for the prime contractor to select SWaM subcontractors as part of the prime contractors bid. Could you please clarify how the prime contractor is to submit their bid in order to meet the SWaM goal set for this project.

BidX has not yet been updated to receive SWAM Goal information. The achievement of SWAM goals can only be measured via submission of the C-111S/C-112S.

Just to confirm with 100% certainty; for this bid K61, we are to submit the C-111S form that was included in the project specification to VDOTContracts@vdot.virgina.gov prior to the bid date and time? We are a little confused because there is a blanket document ("All_Inclusive_SP107-001510-03_acc.pdf") that is circulating for the entire May 22, 2024 and June 26, 2024 letting that gives a C-111 (no S suffix) form to submit to the aforementioned email. Do we submit both the C-111 and the C-111S to that email for this bid, or just the C-111S?

Bid Item 1130 Eradicate Linear Pavement marking is under the Signing and Pavement Marking summary and Bid Item 1140 Eradicate Linear Pavement Marking is under the Temporary Traffic Summary. Both bid items are required.
