How does VDOT plan to administer executive orders regarding vaccination requirements for federal projects? As currently authored, the executive orders create significant “grey” areas, that may lead to subjective interpretation of the executive orders such as how far down the supply chain the orders apply, and to what extent, at each point in the supply chain, they apply. The affect such orders will have on the workforce regarding available skilled tradespeople, and the wage rates is also impossible to forecast. Without specific VOSHA, and VDOT guidance, that matches their respective interpretation(s), and considering current worker shortages, we are unable to accurately estimate the risks of sudden, and significant wage fluctuations, to include the downstream effects. For instance, the current project schedule requires aggressive pursuit by the suppliers, who will likely experience labor shortages depending upon the administration of the executive orders, which, as previously stated, is subjective and may vary significantly from state to state. Considering the specialized nature of this project, few firms exist with the qualifications necessary to successfully deliver the project nearly all of whom, operate in multiple states

Our suppliers are having difficulty locating Reducer R-3. Please provide the make and model number used for the basis of design for Reducer R-3(Cycloidal Reducer, 473: Ratio, min. 4,140ft-lbs, 5,537OHL) referenced on Sheet M18.

The R-3 reducer basis for design is the Sumitomo Cyclo 6000 reducer, model number CHHS-6235DAY-473 or an approved equal.

On sheet C1 of C2 it states the new guardrail to be installed will be type “GR-MGS1A”. In the schedule of items on page 2 it states the new guardrail to be installed will be “GR-MGS1”. These two types have significantly different post spacing. Please specify which type we should use for our bid.

A survey of mechanical suppliers, particularly those with the requisite experience and demonstrated, quality performance, yields lead times of approximately 10 months receipt of approved shop drawings for delivery. There are similar concerns re: the electrical and controls - particularly the control desk.
Will VDOT adjust the shutdown period to accommodate lead times?

The Department is assuming the structure referenced is the wooden structure to the East of the
pivot pier. The Department does not have a load analysis for this structure. This structure is part
of the fender system and is used to access the navigation lights for inspection and maintenance.

MOT Stage IV notes indicate traffic is to be maintained on two 11’ lanes. Considering the ramp is exactly 22’ wide, the lanes, by default, to have a full white edge line, will be slightly less than 11’ at approximately 10’7”. Has VDOT considered this condition and will the narrow lane widths be accepted as shown in the drawings.

The ramps depicted in the structural drawings do not appear to comply with drop-off requirements within the clear zones. Specifically, the annulus between the edge of the plates and the curb section of the post/rail barrier is open and exceeds permissible depths. The Contractor, without modifying the MOT plan, does not have a viable means to establish a MUTCD / 2011 Virginia Work Area Protection Manual compliant condition while maintaining two-way traffic. Additionally, devices approved for use on bridge decks, with an exposed edge, generally require bolting through concrete. Has VDOT evaluated this condition, and, considering the Contractor is unable to mitigate the same, without limiting two-way traffic, willing to indemnify the Contractor for incident directly resultant from this condition if an alternate MOT plan is not provided prior to the bid that addresses this condition?

The 22’ width shown on sheet S27 is the minimum required width and may be expanded at
the contractor’s discretion. Additionally, a 4x4 timber is required per the plans that will act as a
curb section at the edge of the plate. Per the plans, the ramp is bolted to the steel grid deck. No
additional bolting is required. Similar ramps were previously used without issue.

Multiple statements requiring the Contractor to have a written operation plan in place prior to engineer review of the shop drawings exist. To draft an appropriate plan frequently requires details that exist only in the shop drawings. Considering, that materials are likely critical path items, and the fixed navigation span shutdown period, will VDOT waive this requirement to facilitate expedited shop drawing reviews required to achieve the milestone dates?

Section 103.02-Award of Contract 3-3-16 (SPCN), page 4, state “…the Department will
authorize the ordering of any such items or materials that typically or historically require long
lead times for their production or fabrication prior to the execution of the Contract.” Due to the
current material and fabrication logistic challenges, the Department understands shop plans may
precede the detailed written plan of operation required in the Special Provision for Project
Requirements and Procedures. However, beginning the shop plan reviews as early as award
recommendation does not relieve the Contractor from submitting a detailed written plan of
operation. The Department understands that the Contractor’s plan of operation may change as
construction proceeds.

Protections if anticipated to be used must be submitted for review and approval. Only with
approval from VDOT shall protections be allowed for use over live traffic. Depending on the
work to be done and the means and methods, lane closures may still be required. Any protections
installed shall not impede vehicular traffic nor decrease the existing horizontal and vertical
clearances. Debris shall be removed on a daily basis.
