Special Provision Section 108.02 Limitation of Operation states, " No road closures will be permitted until the Contractor has all materials in hand." Please clarify if this statement is inclusive of the precast box beams required for the bridge and VDOT will require contractor to have all box beams stored onsite prior to initiation of the bridge closure.

Yes, that note does include the box beams. The intent of the note is to ensure that the work is prosecuted continuously, and without interruption or delay to subsequent activities. The Contractor may store the beams on-site at his option. However, if the Contractor needs additional areas for laydown, storage, or staging, it is his responsibility to make arrangements and/or obtain the appropriate easements.

Merged Bridge Plans Sheet 14 of 26 notes "Engineered Cementitious Composite (ECC) concrete shall be furnished, placed and paid for in accordance with the current VDOT Special Provision for Shear Keys and Blockouts Between Adjacent Members." Detail A on same sheet calls out Shear key fill to be Very High Performance Concrete(VHPC) while On Sheet 22 of 26 shear key details calls for ECC . Please clarify which material is to be used for the Shear Key fill.

Detail A on sheet 14 should read, “Engineered Cementious Composite” to match with the other details and sheets. We will revise the sheet and reissue shortly.

The contract allows 45 calendar days in the February / March period to close the road , remove the existing superstructure, demolish / modify the substructure, erect box beams , tension box beams , place VHPC in the shear keys, cure for 7 days, place reinforcing steel, pour deck, cure for 7 days (and obtain 28 day strength) , form and pour Kansas Corral, cure for seven days and obtain 28 day compressive strength, complete all other work and open bridge to traffic. Even if we work 24 hours a day and seven days a week, we loose 21 days to curing of concrete. If the A4 modified low shrinkage concrete requires 28 days to obtain strength we will have used 42 of the allowed 45 days for curing of concrete and obtaining concrete strength. Can you modify the 45 day closure to reflect the time of year conditions and additional time ( which is out of the contractor's control) required to construct the project in compliance with the specifications?

We are unable to extend the 45 day closure period due to commitments that the Department has already made. However, the A4 concrete has a special provision for high early strength within 7 seven days and the A3 concrete has a special provision for high early strength within 48 hours in order for work to continue. We also point out that the 45-day closure is to replace the superstructure proper and reopen to traffic, and that some of the work can occur outside of the 45-day closure period.

The proposal states on page 187 that traffic will not be permitted on the structure until the final pavement course is complete, asphalt plants in the Roanoke area are normally down for maintenance in March and do not open until sometime in April, what if asphalt is not available during the month of March?

If asphalt is not available during the month of March or cannot be placed in accordance with the Specifications, the Contractor will be allowed to reopen the bridge to traffic as long as there is not more than a 1.5" dropoff between any new construction and existing road, shoulder, or bridge elevation. A temporary asphalt wedge may be used to provide transition in elevation, between the base asphalt mix and bridge deck. The cost of the asphalt wedge material is to be included in the price bid for other items. Contractor has the option of waiting to start after January 24 so that the end of the 45 day period is later in the month of March.

Please clarify that the Owner accepts generator status of all known and unknown pre-existing hazardous material and will sign transportation manifests as such whether shown in the documents or not, to be removed under this contract.

That section implies that the Contractor will be "responsible for generating and maintaining a waste shipment record"... It does not answer the question will the State of Virginia or VDOT be noted as the "generator" of the ACM for those records? Is there a state regulation to clarifies the generator status?

40 CFR Part 61 is where the NESHAP Regulation define the owner / operator. NESHAP regulation are administered by DOLI at Virginia Asbestos NESHAP Act § 40.1-51.23 Both VDOT and the contractor are waste generators

Section I of Special Provision states “Asbestos inspection reports are available for review at the District office. The Engineer may be contacted to make arrangements to review the reports.” Due to current Covid circumstances, will an electronic copy be made available for contractor review.
