Question Date: 7/15/2021 11:36:17 AM
The plans do not indicate any temporary construction easements on Fort Pickett. Has (or will) permission be obtained for use of the existing boat launch facility for placement of barges on the lake. Is permission required from Fort Pickett to place barges on the lake?
Answer   Date: 7/16/2021 8:20:03 AM
VDOT did not obtain permission to use the boat launch on Fort Pickett. The barges can be placed on the water next to the bridge by crane within VDOT's Right of Way.

Question Date: 7/8/2021 3:01:00 PM
Reference note on sheet 8 of 44 " The contractor shall not have any motorized equipment on barges in the water without the approval of the engineer." We are requesting approval of the engineer to place motorized equipment (i.e. cranes, lifts ,etc.) on the barges such that we can both efficiently construct the project and also (1) avoid the risk of being denied permission to place a crane of adequate size on the bridge and (2) minimize risk of bridge collapse due to overload.

Subject: Aviation Traffic Type: Proposal
Question Date: 7/15/2021 10:08:08 AM
There are signs on the project indicating low flying aircraft in the area. With the size and boom lengths needed to work from the land will aviation permits be needed?
Answer   Date: 7/20/2021 8:10:39 AM
The distance from the closest point of the construction and the nearest airport is greater than what the FAA requires for a clearance study. Therefore, FAA Notice of Proposed Construction is not required. NOTE: Cranes on any given project or any other equipment that may be a hazard is the contractor's responsibility to receive FAA Clearance.

Subject: Utility Relocations Type: Plan
Question Date: 7/14/2021 3:27:53 PM
It does not appear there are any planned utility relocations. Can you confirm there are no overhead power line relocations planned? Current power line locations look to conflict with OSHA minimum clearances with large land based cranes.
Answer   Date: 7/15/2021 4:30:50 PM
The overhead power lines crossing Route 46 near the pump house have been relocated. All planned overhead utility relocations have been completed

Question Date: 7/23/2021 12:35:29 PM
The provided sketch shows the toe of the cranes 10-15' from the existing abutment. Plan note on Sheet 8 of the bridge plans states that "No cranes shall be within 25' of the existing abutment/retaining walls." Is this note meant to state that only the centerpin of the crane cannot be within 25' of the existing abutments, or does the provided sketch not comply with the plan requirements?

Question Date: 7/15/2021 5:21:32 PM
Can you provide the Departments plans or sketches of crane locations and sizes that show the remaining powers lines are not in conflict?
Answer   1 previous answer(s) Date: 7/22/2021 11:13:27 AM
The Department evaluated a pick plan utilizing dual cranes from the roadway, one on each side of the structure. The existing electric facilities are under 50kva, so the clearance requirement is 10ft. The sketch has been uploaded to Projectwise for informational purposes.

Subject: Structural Steel Erection Type: Other
Question Date: 7/14/2021 9:29:10 AM
Will the Department allow additional "Optional" field splices or relocation of field splices shown in the plans if the Contractor's means and methods require them?
Answer   2 previous answer(s) Date: 7/16/2021 9:36:55 AM
For the beams, VDOT will allow additional "Optional" field splices or relocation of field splices, but a request must be submitted, reviewed, and approved by the VDOT Engineer. For the piers, additional field splices will not be allowed.

Question Date: 7/16/2021 9:33:37 AM
There is clearly a permissible field splice in the pier cap shown on the plans (Sheets. 14 & 15 of 44). Is the previous answer referring to "additional" field splices?
Answer   Date: 7/16/2021 10:57:50 AM
Yes, that is correct. No additional field splices will be allowed in the pier cap other than those shown in the plans.
