Bid item 1860 COMMUNICATION EQUIP. CELLULAR ROUTER specification is listed as ATTD 807. Background: 1. Specification 807 has provisions for a Cellular/PCS wireless MODEM, but no specifications for Cellular ROUTERS. 2. Specification 807 stipulates requirement for 1 year of leased service for Cellular/PCS Wireless Modems, to be provided by the contractor (807.2.a.7). The contract special provision 807 does not remove or address this requirement. 3. The included Special Provision “Cellular Router” (bid package p.247) does not have a requirement for a leased service duration, but does state: “Cellular Router will be measured in units of each and will be paid for at the contract unit price per each. This price shall include furnishing and installing cellular router, antennae, fittings, miscellaneous cabling, installation and testing, operational software and firmware, supplies, technical support, personnel training, shop drawings, documentation, and coordination to obtain leased services required to complete the work.” RFIs: 1. Are Modem and Router equivalent in this context? If so, which specification takes precedent? 2. Is the contractor required to provide a leased service for this equipment, and if so what are the stipulations and duration?

The Special Provision shall take precedent over specification section 807 for any provision related to the Cellular Router. The contractor is not required to provide a leased service for the Cellular Router. The Department will procure the new cellular service for the cellular router. The coordination referenced in the measurement and payment of the special provision is with VDOT for SIM card installation, router programming, verification that the cellular service is functioning at the field device location, and any necessary transport to and from VDOT for integration and testing.
