The quantities related to permanent sign work in the proposal do not appear to match the plans. Specifically, items 0950, 0960, 0970, 0980, 0990, 1000, 1010, 1020, 1030, 1040, 1050, 1060. Will this be corrected?

The Department has reviewed quantities in the Schedule of Items and the Pavement Marking & Signing Summary for both projects. All quantities match in the latest plans and bid proposal.

The contractor is instructed to reconstruct full depth pavement in all new roadway areas prior to shifting to Phase 3 Traffic. This is mentioned to be constructed under a flagging operation. If the contractor elects to reconstruct pavement full depth 1 lane at a time in order to reopen to traffic, they will be required to match/tie into the existing grade, which most likely will be performed with a tie in in to existing with base asphalt. Will the extra base and milling to create the proper typical sections for intermediate and surface be paid for at contract unit prices?

The Department does not anticipate the need for additional base mix to construct the typical as shown in the plans. The contractor may submit an alternate sequence of construction for review by the Department in which additional quantities may be considered.

Based on TMP plan sheets #1F (1) for each plan set, there are no lane closure restrictions for this project. However, the Special Details shown in both TMP’s state that “no lane closures shall be allowed the Friday prior to graduation thru the Monday after graduation” with regard to the 2021 graduation at Hampden-Sydney College; this limitation would preclude night-time as well as daytime operations. All requirements for night-time lane closures should be followed as outlined in the 2011 edition of the Virginia Work Area Protection Manual (Rev. 2; September 1, 2019) as well as the adherence to all local noise ordinances.

Will the restoration of the pavement be paid utilizing bid items? Or is the pavement restoration to be included in the price of the pipe?

runs would have to be plugged until Phase 3 and made operational under Phase 3 when the
Storm water management facilities are functional. Any restoration required shall be included in
the price bid for the pipe in accordance with Section 302 of the Specifications.

management facilities are functional. The runoff may be diverted to the existing drainage ditch
on the east side of Route 15. The Contractor shall be responsible for maintaining positive
drainage during construction.
