Subject: Pavement Demolition & Burial Type: Bid Sheet

The total length of project is ~1,803LF. Deducting a 437' long existing bridge, there are 1,366LF of pavement that either need to be removed or buried. Cross sections show a 24' wide existing road, which equates to 3,643SY. The proposal includes 1,453SY of pavement burial (Item 220), 1,178SY of combination pavement demolition (Item 540), and 4,189SY of rigid pavement demolition (Item 550). That is a total of 6,820SY of pavement burial or removal-almost double the actual amount on the project. Please check and revise the pavement demolition/burial quantities.

Concerning the time of year restriction for in-stream work (Feb 15th thru June 30th), is it permissible to install the temporary trestle from Station 21+10 to Station 24+35 during the moratorium?

No work below the mean high water line of the Blackwater River shall occur during the time-of-year restriction period. Therefore, piles for portions of the work trestle located below MHW of the Blackwater River may not be installed during the prohibition period. A request for a waiver of the time-of-year restriction may be requested by VDOT to State and Federal regulatory and resource agencies; however, there is no guarantee that this waiver would be approved by these agencies.

can the department reevaluate the 12% DBE goal for this project? Due to the contract value, location of the project, and scope of the project; we are having a hard time meting the specified goal.

Per the note on Bridge Sheet 3, the removal of existing traffic arms, light poles, and traffic signals is included with the Dismantle and Remove Existing Structure item.

The project calls for test piles at each pier. It appears the quantities for the test piles are included in both the item for the "driving test for 24" prestressed concrete piles" and also in the item for 24" prestressed concrete piles. Will the driven test pile lengths be paid in both the driving test item No. 1230 / 64868 and the prestressed concrete pile item 1200 / 64424? The quantities appear to be doubled up depending on which item the test piles are paid under. Please clarify

Driven test piles shall be paid for under Driving Test for Prestressed Concrete Piles for locations as shown on the plans. All other piles shall be paid for under Prestressed Concrete Piles.

Are the existing bridge tender house mechanical and electrical systems disconnected?

The fuses were pulled from all the disconnect switches eight to ten years ago. These disconnect switches are on the other side of the road from the bridge tenders house.

The permit drawings show a 40’ wide access from the existing causeway to the trestle at Abutment B. A 40’ width access is insufficient for the trucks delivering the beams to be able to drive out onto the trestle. Can the trestle access width be increased so the trucks can get on the trestle?

The trestle access point at abutment B may be up to a total of 55 feet wide provided that additional access components remain outside of permitted impact areas and do not result in additional wetland impacts. Permitting agencies would need to agree to the proposed 55 ft width. The trestle itself should not be widened beyond the 30 ft shown in the permit drawings. The contractor may pursue a permit modification at his own risk, however, favorable results are not guaranteed.

Bridge plan page 1 of 58 has a call out stating "utility poles on the north side of the structure to be relocated typ". A) is this relocation by some other than the contractor? B) If it is relocated by others, this will need to be relocated in a timely fashion so the contractor can install their temporary access.

Poles have already been relocated by the utility company. This was completed back on April 5, 2020.

Utility lines are still present above ground from the north west corner of the existing bridge all the way to the end of the project limits. Will the contractor be responsible for removing these lines and poles as part of clearing and grubbing?

The Contractor will not be responsible for the removal of the existing above ground utilities on the north side of the project. These facilities will be removed by the utility company and are expected to be completed by the end of next week.

The cross sections show the toe of the armored shoulder riprap on the Abutment B approach below MHT. The toe of riprap is in wetlands and there is standing water at these locations. No sheeting for dewatering is shown in the permits. How is water to be retained in the wetlands at the Abutment B approach.

Sheeting will be added to the plans from about station 26+00 to 28+00 Left and Right to enable clearing and grubbing and placement of the riprap fill slope.
