There are no provisions allowed for draining the select back fill behind the rigid frame or wing walls. Will the department require geo-composite wall drain and outlet pipe? If so how will this be paid?

Geo-composite walls drains and weep holes in accordance with the “For conventional shelf/cantilever abutments” detail in Vol. V, Part 2, Sheet 5 of 8, File No. 17.12-5, shall be included in the cost of the Precast Concrete Rigid Frame.  
 
Subject: Temporary Shoring Type: Plan

Sheet 9 of the plan set details minimum shoring requirements and 24" diameter rock sockets, per the special provision the temporary shoring requires design by a P.E. If the design requires a something other than shown, i.e. different sized rock socket, will this be acceptable to the department?

The design shown in the plans is a minimum requirement that was included for bidding purposes and to ensure bidders are aware of probable rock sockets. Alternative shoring designs proposed by the Contractor shall be designed by a professional engineer licensed in the state of Virginia and approved by the Engineer (Department).

Given the typically cold conditions in March will the department consider extending the fix end date to allow paving within the weather limitations in the specifications?

We will not be changing the fix completion date. However if the conditions occur at that time then the department and the contractor will discuss a change order in the event that weather prevents paving operations.  
 
Subject: Environmental Permis Type: Permits

There are no permit sketches located in the proposal, Has VDOT obtained the necessary permits for this project, or will the contractor need to allow time to coordinate the permit submittal?

The permits have been obtained by VDOT and are located on pages 145-147 of the proposal. Permit sketches were not required for this project.
