Please provide the existing inside and outside shoulder pavement sections on both ends of the Rte 29 bridge

According to the original plans (1970’s) the outside NBL shoulder is 10’ graded and 8’ paved where the inside/median shoulder is 6’ graded 3’ paved. These dimensions have not been field verified.

The original section shows 165 Lbs/S.Y of S-5 as a surface mix, 9” of B-3 as the Base mix and 6” of Cement Stab. Subgrade @10% by volume on the mainline and 4” of 21A on the shoulders. No paving is shown on the shoulders however we know that some of the shoulder has been paved.

Proposal page 101 at the bottom of the page indicates that a PCMS is required on both the NB and SB lanes. Please clarify if the PCMS is required.

Yes, since the work could involve weekend closures and definitely lane restrictions on the NBL and potential SBL weekend lane diversions VDOT felt it was necessary. The successful contractor will be required to submit their traffic control plan for review and approval so bids should be prepared accordingly based on each contractor MOT concept.

Bid Item 0090 Reconstruct Expansion Joint, HES has a quantity of 25 LF a. Please indicate which joint this Bid Item is intended to cover b. The quantity of 25 LF gets you across 2 lanes with 6" extra on each side; please clarify if this quantity is correct. The deck with from inside of parapet to inside of parapet appears to be 36'; please clarify c. Please provide a detail for this Bid Item and clarify what work is part of the Bid Item. There is a detail on Proposal page 99 at the bottom of the page that appears to be for this item but lacks detail required d. Note 5 on Proposal page 99 indicates to leave a 1.25" square edge to act as an end form for latex placement which doesn't make any sense. Please provide a detail for both the ADHESIVE BASED JOINT SEALER CL III 2" & VAR and the RECONSTRUCT EXPANSION JOINT, HES and clarify if any of the existing concrete at the joints remain or they will require forming etc to accommodate the new 4" Overlay

a. the joint reconstruction will be based on the Engineer’s field review under the milling or hydro-demo operation and areas will be marked based on evaluation of which joints require reconstruction. b. this was an estimate based on inspection reports and field review conducted without aid of traffic control. The actual LF will be based on the Engineer’s evaluation and reconstruction performed by the Contractor. c. This is a general detail for bridge decks that require joint reconstruction. This pay item will only be used in areas that the joint needs to be significantly or completely reconstructed in accordance with Section 412.03 7. b. in the 2016 Road and Bridge Specs. In other words, if the majority of the deck slab has crumbled or broken off, with the steel exposed, bent, with visible section loss and in need of significant repair at the joint that would require forming to reconstruct the actual end of the slab Joint Reconstruction will be measured and paid for at the bid price per LF of Joint Reconstruction. The actual Latex used in this repair will not be deducted from the overall CY paid for Furnishing Latex Concrete. d. Contractor shall be responsible to ensure any forming necessary shall be installed prior to the latex pour. If this is done concurrently with the Latex placement the 1.25” square edge can be ignored. e. the intent of this pay item is to pay the Contractor to form and replace steel, if necessary, to ensure a squared up edge to accept the new seal. If the joint doesn’t need repair then the contractor will simply fill the void during the Latex Placement operation as part of the overall process. An approved Adhesive Joint Sealer at the proper width shall be placed in accordance with Section 420 and the manufacturers recommendations. It is VDOT’s intent to only remove bad concrete during the hydro and hand removal process however some good concrete will be removed to ensure a good bond and the amount of joint work will be based on the field

The new Latex Overlay is 4" thick; does the 4" removal and subsequent overlay get carried all the way thru to the open joint or is it the intent to leave part of old deck on either side of the joint? If the 4" removal gets carried thru to the open joint it will have to be formed; how is this paid for; please advise. Is the forming of the new joint up to 4" deep incidental to the Latex Overlay or is it part of Bid Item 0050; please clarify. Please explain/clarify what will determine if Bid Item 0090 Reconstruct Expansion Joint will be paid for.

The actual latex over lay is variable. The milling operation will remove approximately 1.25”, the Hydro will then remove the failing and existing concrete to at least 1” below the top mat of steel or as directed by the Engineer during the demo operation as stated in Section 425 of the R&B Specs. The demo should continue thru the joints. In accordance with Section 425.03 paragraph 6 “Expansion joints and dams shall be maintained through the overlay. A bulkhead equal in thickness to the width of the joint shall be installed to the required grade and profile prior to concrete placement.” VDOT considers this incidental and is not measured for additional payment. Bid Item 0090 Reconstruct Expansion Joint will be marked by the Engineer during the Hydro or Milling operation and will be determined based on the condition of the existing joint. In essence if the deck or backwall has deteriorated to where additional forming above and beyond the bulkhead discussed above is required to reestablish the shape of the deck or backwall the LF of repair will be measured for payment under bid item 0090.

Please note that the new Latex Overlay is 4" +/- thick and if this is carried thru into the open joint this will have to be formed up to accommodate the 4" thickness. What will determine if the work will be paid under Bid Item 0090 since 4" deep is fairly major.

The Engineer will determine during the mill/hydro operation which joints require reconstruction. If after the demo operation the concrete below the first mat of steel appears to be sound then the contractor as stated in the 2016 Specs under Section 425.03 3. 6th paragraph “Expansion joints and dams shall be maintained through the overlay. A bulkhead equal in thickness to the joint shall be installed to the required grade..”

On Proposal page 96 Note 7 mentions patching material requirements etc; and on page 97 notes 17 and 18 discuss Type C patching etc. a. What material goes back in the Type C Patch; VES Latex or something else? b. If it is the intent to fill Type C Patches with VES Latex is it the intent to pour the Type C patches at the same time as the latex overlay? c. Note 18 seems to indicate that a volume of VES Latex will be deducted from the Overlay quantity for the Type C Patch; please confirm this is the intent. In addition; if this is confirmed then the Type C Patch Bid Item is intended to include the amount of Latex required to fill the patch; please clarify

The contractor can opt to perform a conventional Type C patch or can let the VES Latex fill the formed void as part the overlay operation.VDOT will measure the area of the Type C patch(s) and perform a simple calculation to determine the volume of Latex material used to fill the void up to approximately 1” below the top mat of steel. The Type C patch would include the forming as well as the material used to fill the void.

On Proposal Plan Sheet 103 under Transportation Operations Plan it indicates that an Emergency Detour Signing Plan has been developed in conjunction with the Action Plan. Please provide Action Plan and Signing Plan and confirm that the Contractor is required to supply and install Detour Signing

Emergency Detour signage should be installed prior to the first weekend closure as per TTC-47.2 and be covered unless needed for incident management. PCMS message boards would be located along the three detour routes as directed by VDOT for use in an emergency situation. They would need to be in place for the entire time if the contractor elects to utilize the north bound lane weekend closure method. VDOT would require one on each of the routes for a total of three (3). The message will be provided by VDOT prior to being set in place. The following locations shall have detour signage and PCMS available: Rte. 33 EB prior to Rte. 29, Rte. 29 NB prior to Rte. 33 and Rte. 15 NB prior to Gordonsville. Exact location to be determined by the Contractor and approved by VDOT.

The timing will be left up to the contractor the grooving can be done under a separate operation on an allowable night time closure.

The front page of the Proposal indicates that the Bridge on this project is over the "Robinson River" yet the location map on Proposal page 100 seems to indicate it is over the "Rapidan River"; please clarify which is correct.
