1-1/2" CRR Class I Dowel not available, #12 Rebar CRR Class I (As Alternative) not available. Please provide available replacement material.

A greater number of smaller diameter CRR Class I dowels is an acceptable alternative. Total cross sectional area of all dowels must be the same or greater than the original total.

The As-Builts provided show the existing structure on spread footing foundations without any piles. Please confirm there are no piles in the existing bridge foundations ? Does VDOT have any record of temporary piles or cofferdams left in place from construction of the existing bridge that could present conflicts/obstructions for the new piles and/or cofferdams ? How are Obstructions to be handled if they are encountered ?

Existing SBL bridge substructure units have spread footings according to as-built drawings. Pier footings should be absent of any piles. Any subsurface obstructions not shown on the plans or geotechnical borings would be considered a changed condition and handled as a change order.  
 
Subject: Special Provisions for "Dual Date Contract Projects" Type: Specifications

In the Special Provisions for "Dual Date Contract Projects" it states "...set forth on Form C-7DD in the proposal." however this Form C-7DD is not included. Please provide Form C-7DD or clarify the statement. SECTION 103.06—CONTRACT DOCUMENTS of the Specifications is amended to include the following: The lowest successful bidder may schedule and perform work identified in this proposal at any time within the time limits set forth on Form C-7DD in the proposal.

The form C-7DD is page 5 of the proposal, it is currently incorrectly identified as C-DD. This form number will be updated during the contract execution process.

Form C-DD shows the following "Contractor Selected Start Date ____________ + = _________________________ Month\Day\Year Consecutive Calendar days Selected Fixed Completion Date " Please clarify when the Contractor has to provide the above information, at bid time or after project award? Can the information be sent electronically with the Contractors bid, if so, how?

The contractor will be able to select the start date on form C-7DD when they provide it to the department during the award/execution process. The fixed completion date for the project will then be set 594 days after the selected start date, so long as the 594 days from selected start date does not exceed the No Later Than completion date stated on the C-7DD. This information will not be accepted at the time of bid submission.

Will temporary impacts be allowed in the area delineated as Palustrine Open Water under the existing bridge between existing Pier 2 and existing abutment B for equipment access?

Yes, temporary impacts are allowed Palustrine Open Water provided the contractor submits to VDOT an access plan for review. This plan needs to include the area of impact and how the areas will be restored to their original conditions. Please note the installation and removal of the cofferdams at existing piers 1 and 2 are considered to be in-stream work and are subject to the in-stream time of year restrictions in the permit.

Please confirm that the installation and removal of the cofferdams at existing piers 1 and 2 will be considered in stream work, and per the time of year restrictions in the permit can only be installed and removed between November 15th thru February 15th and the month of July.

The utility companies have recently cleared along side (west side) the bridge for the relocation of the utility poles that were in conflict, will the contractor be allowed to utilize the same corridor along side the bridge for construction access ? This pathway appears to be within the VDOT R-O-W.

Construction access will be allowed within VDOT RW where areas have previously been cleared that do not impact jurisdictional features. Any impacts outside of the limits of disturbance and/or environmental permits shall be coordinated with the Department prior to commencement of activities.

We are not aware of any nearby VDOT properties that could be utilized for borrow material. The Caroline County GIS incorrectly identifies an entire adjacent parcel as VDOT owned, but only a portion of that parcel is owned by VDOT. The correct owner is Bird Dog, LLC at 9713 Pratts Drive in Fredericksburg, VA 22408.
