Who is responsible for the potential relocation of the existing communication line? Can additional information be provided regarding the Verizon communication line? Or contact information for Verizon? Sheet 21o, Note 1

The Verizon line has been disconnected and is not in service. No coordination form the Contractor will be required.

1. Do the Nutrient Credits secured by VDOT noted on SWPPP cover the necessary additional land needed for the Project Owner's (VDOT) generated Borrow/Excess? 2. If not, then will VDOT provide the necessary credits on behalf of the Contractor or pay the Contractor by change order to purchase the credits? 3. If so, what is the cost to the contractor? As VDOT has secured much of the Nutrient Credit market it would be reasonable for the bidding contractor to presume the they were obtained to cover all the associated cost of Water Quality for all land necessary to be disturbed by the Project Owner whether on or off right of way 4. If not, what is VDOT’s expectation for the bidding contractor w/r to WQ/Nutrient Credits for Borrow/Excess sites? As the plans and specifications are not clear on this subject, the bidding contractor must assume that this will be addressed by Change Order after award.. Please provide the necessary clarifications.

The Nutrient Credits previously purchased are for the project area only and do not include any offsite areas. It is the Contractor's responsibility to secure permit coverage for any offsite area that is not located on VDOT rights of way or easements. This includes meeting all stormwater management requirements required to obtain the permits for any offsite area not on VDOT rights of way or easements. Please refer to section 4.2 of IIM-LD-242.7 and Section 107.16 of the 2016 VDOT Road and Bridge Specifications for additional information.  
 
Subject: Prefabricated Steel Superstructure Stream Loading Type: Plan

On plan sheet 1 of 21, there appears to be a high water elevation of 436.91 shown, which will inundate the bridge as it is well above the proposed bottom chord elevation. In order to accurately determine the stream loading that will need to be considered in the design of the bridge, we will require the velocity of flow during this high water event. We are respectfully requesting this value in order to properly quote the bridge for bidding contractors.

The Hydraulics Report is now available in ProjectWise. The high water stage elevation of 436.91 shown on Plan Sheet 1 exceeds the 500 year storm event. Therefore the structure would not be required to be designed to the high water storm event shown in these plans. Based on the hydraulic and hydrologic analysis, the 100 year storm event allows at least 1 foot of freeboard under the assumed minimum low chord elevation. The 500 year storm event is less than 1 foot above the assumed minimum low chord elevation. The Hydraulics Report provides flood stage elevations and velocities for each storm event up to and including the 500 year event (Exceedance probability 0.2%). The superstructure shall be designed for storm events up to and including the 500 year storm event.

Subject: Temp Sheetpiling Type: Specifications

Section 402 indicates "This work shall consist of furnishing and installing the type of sheet piles shown on the plans....". The plans do not provide this information. Please provide the location and sheetpile type (material designation) and confirm that this item does not include the cost of engineering, nor any walers and or bracing/tiebacks that may be necessary.

Temporary Sheet Piling has been included on this project to be driven parallel to the temporary structure and approaches where necessary to maintain the temporary traffic diversion. In accordance with Section 228.02(c) "Steel sheet piles shall conform to ASTM A328". Temporary Sheet Piling shall be engineered by the Contractor for locations where it is required to maintain the temporary traffic diversion and provide a safe working environment for demolition of the existing structure and construction of the proposed structure. Temporary Sheet Piling engineered by the Contractor may require the use of walers, struts, bracing, tie-backs, etc. in their design and these costs as well as engineering costs shall be included in the Temporary Sheet Piling bid item. Please bid accordingly.
