To clarify in the General Notes for Guardrail, VDOT will not mark their utilities. The cost to have all VDOT utilities located by private company must be included in the GR bid items?

Yes, the cost to have VDOT utilities located should be included in other GR bid items. VDOT will provide the information on the existing VDOT assets in the areas of work. The contractor shall physically locate the assets.

VDOT Form C-51 - U.S. Department of Transportation Federal Highway Administration Additional Classification and Wage Rate Request is available at the following link; http://vdotforms.vdot.virginia.gov/ . Pursuant to Title 29, Code of Federal Regulations, Section 5.5, After Contract Award Form C-51 is to be used to establish additional classifications(s) and wage rate(s) for Direct Federal and Federal-aid construction contracts when said rates or classifications are not provided in the General Decision.

Will the Department consider alternate products that provide a value that is equal to or greater than Fiber Mat since it appears that one of the Prime Contractor potential bidders in the region may solely own the rights to the fiber mat product and installation methods and the other potential Prime Contractor bidders in the region could have to solicit pricing for Fiber Mat from the Prime Contractor that owns the Fiber Mat product which may create an unfair advantage for the contractor that owns Fiber Mat.

VDOT shall accept products for the placement of the glass fiber reinforced surface treatment that are in accordance with Special Provision - CRS-1P GLASS FIBER REINFORCED SURFACE TREATMENT.

In regards to the SP for the GTR Modified Surface Asphalt Course, the Department does not call for a design requirement in sections 211 or 315. Does this mean there is no design requirement for the material? Also how is the rate of the rubber added determined?

This work shall consist of furnishing and placing a Ground Tire Rubber (GTR) Modified Asphalt Surface Course in accordance with Sections 211 and 315 of the Specifications and Special Provision - GROUND TIRE RUBBER (GTR) MODIFIED ASPHALT SURFACE COURSE. VDOT recommends bidders to contact GTR producer/supplier to determine GTR content required to stiffen mix from PG 64S-22 to PG 64E-22 .

Subject: Fibermat vs fiberglass pavement interlayers Type: Specifications

Fibermat as written seems to a proprietary product. Will fiberglass pavement interlayers be accepted as an equal to? All pavement interlayers go through strenuous ASTM Testing for a multitude of things such as Ultimate Tensile Strength, Max Elongation, Asphalt Retention, etc. What ASTM Testing Standards is VDOT interested in with the use of Fibermat? Paving Mat Type II or Type III should be applicable in this example.

VDOT plans to place a glass fiber reinforced surface treatment as Type B - applied on the existing pavement then overlaid with GTR Modified SM-12.5E (64E-22). All ASTM Requirements can found in SPCN - CRS-1P GLASS FIBER REINFORCED SURFACE TREATMENT.
